January 10, ,1~22 <br /> <br /> At a regular meeting of the City Council January 10th there were present: <br /> <br /> Messrs-- Vernon Brooks, R. B, Esleeck, J. Alden Oast, <br /> J. C. Smith, L. G. White, 5. <br /> Also the City Manager. <br /> <br /> The minutes of the regular meeting December 2~th and special meeting December 31st were <br />read and were approved. <br /> <br /> Special Order of ~.~siness 'from regular meeting December 2~th: <br /> ~he following report of the Committee of Ten on Industrial, Commercial and Agricultural <br />Affairs was read: <br /> "Portsmouth, Virginia, Nov. 1~, 1921. <br /> "'The Honorable R. A. Hutchins, <br /> President City Council, <br /> Portsmouth, Va. <br /> <br /> "Dear Sir:-- <br /> Your <br />resolutions adopted by <br /> <br />committee, of ten citizens, has given careful consideration to the <br />Portsmouth City Council July ~6, 1921. <br /> <br /> These resolutions read as foltow~: <br /> "Whereas, Portsmouth is so well situated <br />for the building of a great city,~ and its growth in recent years has been rapid and substan- <br />tial, and it is believed impetus can be given by exploiting its resources by the concerted <br />co-operation of our citizens with the outside worl~and point out the p~esent deficiencies <br />and take steps to remedy'them if possible; therefore, BE IT RESOLVED, That ~ committee of <br />ten citizens be appointed by this Council to make a careful survey of this City and surround- <br />ing territory and to report back to this body as expeditiously as possible its findings as <br />to the following: <br /> (a) What can be done to improve the conditions of our present manufacturing <br /> plants. <br /> <br /> (b) What method should be used to attract additional mant~facturing interests. <br /> <br /> (c) How can better conditions be obtained by co-operation with the farming <br /> interests of this section in the way of ~ better ~derstanding as to marketing <br /> their crops and the development of %he outlying rich waste la, ds for agricul- <br /> tural purposes, which are badly needed to increase the food production of <br /> the country, <br /> <br /> (d) The promotion of better water amd highway transportation facilities for <br /> the agricultural and business world. <br /> <br /> (e) The housing proposition as it afffects the city proper and the outlying <br /> territory. <br /> <br /> It is fullF ~2~lderstood that the fun=~ions~of this Committee are solely <br />suggestive .and that it has no power beyond an opinion for the Pub!~c good, and it~ purport <br />is simply to conserve a spirit of co-operation and good will for ~he public interest, <br /> <br /> AND BE IT FURTHER RESOLVED, That after the repor~ of the <br />received by the Council, it may be published in the 'atuitously, <br />~sl?e, for. public comment, and the opinion of this Be~d <br />~o~a~or~bl$-~action or disapproval, and that upon of <br />automatically discharged." <br /> <br />Adopted by the Council of <br />Teste: <br /> <br /> committee is <br /> <br />the City of Portsmouth at a meetin~ held July <br />City Clerk & Auditor. <br /> <br />ParagraDh "A" <br /> <br />~hat can be clone <br />plants, <br /> <br />to improve the conditions of our present manufacturing <br /> <br /> Your Committee has visited a number of manufacturing plants in the City of <br />Portsmouth and in. Norfolk County adjacent to the City and it is a pleasure to report that <br />the manufactttring plants a~e satisfied with the treatment received from the City. <br /> <br /> That hard surface ros~is be constructed in the l'ccations'where there are <br />manufacturing plants so that such plan~s may have easy a~ld saf~ ac°~s_ to theC!t~ for their <br />motor trucks and other vehicles at all seasons of the year. <br /> <br /> In this connection, your committee hms m~de ~a specific recommendation in <br />reference to the improvement of the roadway to [actories located on the Belt Line Railway be- <br />tween the City limits and Cradook, and i~t is. gra~iffying to know that immediate steps Were <br />taken to improve this road. <br /> <br /> The mos~ available locations for factory sites appear to be along the Nor- <br />folk & Portsmouth Belt Line Railway between the Western and Southe~ Branches of the Elizabeth <br />River. <br /> The City sho~tld make every effort to provide an ample supply of water <br />inclustrial use and fire protection to such factories as now desire the use of water or require <br />free protection, and extend such facilit,ies~to, any £~ctory locating in this section in the <br /> <br /> <br />
