<br />the Ci'ty should own all of the land on the water shed of Lake Kilby and. Lake Cahoon, but we
<br />are ~unable to. seCure this land as the price is prohibitive. We should, however, certainly
<br />retain all of the land ~e now have and from time to time purchase additional land on the water
<br />shed, as opportunity presents its-elf and funds are available.

<br />Manager January il~Oth, and which was to be considered at this meeting of the Council, was pre-
<br />sented by the' Clerk.
<br /> Ur. Brooks moved that same be referred to a special meeting of the Council, to be
<br />called ~t an early date. The motion was adopted.

<br /> A notice w~s read stating that $299.50 is proportionate part of the amount to be paid
<br />by the City of Portsmouth in connection with the employment of special counsel to represent
<br />the various cities relative to presenting their case in bringing about a modification of the
<br />present state ~x laws.
<br /> On motion, the communication was referred to the Finance Committee.

<br /> The President of the Council announced the appointment of Norman Cassell as Vice-Chairman
<br />~nd Chas. R. Welton as Director .of the Hampton Roads-Gloucester-Richmond Highway .Association,
<br />as authorized by Council December 31st.

<br /> A request of the City Colleoto~ that SB.'.q..O be refunded to ~Lvs. Josie Overton,~overpaid
<br />by her for 1921 taxes and made returnable by the Board of Review, was referred ~o the Finance
<br />Committee.

<br /> A petition of J. T. Garner, 1035 B sZreet, to be re-imbursed for over-assessment on lot
<br />10~3.. B street for Years 1915-1920, inclusive, said lot having been assessed as one and one
<br />half lots, was~refe~red to the Finance Committee.

<br /> A notice was read from The Kings Daughters' Hospital that at a meeting of the Board of
<br />Directors of said Hospital held January 18th, Dr. L. J. Roper, Director of Public Welfare,
<br />~as ~ppointed a member of said Board.
<br /> On motion,, the notice was ordered ~o be.filed.

<br /> An application of W. Lloyd Ashley, 209 Florida Ave., for the grant of a franchise, or
<br />authority, i~o establish a colored bus line ~etween the cities of Portsmouth and Suffolk; pro-
<br />vided that the conditions governing said operation, as set forth by the City, are agreeable.
<br /> On motion,:~he application was referred to the City Manager for action.

<br /> The City Cl~rk & Auditor submitted statement of refund allowed by Council to the several
<br />~ty Banks for Years 1~19 and 1920, the amount needed to be appropriated to cover this being
