g d to present the followin resolu , 9 ~., re ~ns~ru~,ed to appear
si~ration, g tions to your H~norable Body zor your con-

Resolved:- That ms citizens and tax payers of the oi$~ of Portsmouth and
residents of the various wards, w8 do heartily endorse the action taken by the City Mmnmger
~d City Council in re~mrd to the c~ service of the Virginia Railway .~nd Power Comply.

Resolved:- Thmt we commend the motion of this Council by givi~ said Comply
a limited time to resume car service on our ~tree~s or forfeit their frmnchise.

Resolved;- That we hemrtily ~sfavor the elimination of jitney service from
the streets, ms it would be most unfair to }he jitneys and the public, ms the jitneys
into service because of the faille of the Hailwmy Comply to provide c~s enough and sche~les
sufficient to mccomo~teathe public.

Resolved:- That we wish it understood that we are not favoring either side
in the controversy but desiring the City s~nd citizens to have justice and nc~ to be
by any Corporation.

Resolved:~ That we, as a body of citizens and tax payers do oppose any
action that might be taken by the Council that will-increase the privilege enjoyed ~y the said
Virginiathe lnconvenienceRailway andof Powerthe citizensC°mpanYatT°large, the detriment of jitney servi~e now in operation, and to

~Resolved:- F~u~ther that the jitney service was started in Portsmouth
experiment with a Iow old worn out Ford oars an~ other .... ~ ............ as an
secured from a long suffering public it has grown to such proportion that for over two weeks
since the present oar strike the interest of the public has been amply taken care of, and
the residents in the subu~bmn districts have been given fifteen minutes service in place of
the one hour sche~ale as furnished by the Virginia Railway and Power Company.

Be it m~lso resolved that we feel due consideration should be given the
jitney drivers for their intSres~ of the public welfare during the snow storm-Saturday night
a~d early Sunday morning, when their oars were-kept running at a great expense, when we
ali ze that the trolley s~st~m~would .have been out of commission even though there was no
strike on hand.

It will also be noted by those that do not favor the jitney service that
the operators ~nd owners of jitneys are now purchasing more modern and up to date cars that
will h~ve a tendenoy to insure more comfortable ~r~nsportation. And as the jitney dr~vere
~e resi d~ tax payers, we would conside~ it most unfair at this time to enao~ any le~is-
ation that~would have a tendency to eliminate them from ou~ streets as suggested by t~e
Virginia Railway and Power Compsmy.

Now gentlemen our past record as an orgaa~ation will show that we are a
conserval~ive ~ody of me~ an~ it wms ~with reluctance that we felt constrained to voice our
sentiments in this matter, but as our families and friends a~e involved in.the transportation
problems of ottr City, we di~ not~ a~d c~n nwver agree %o see an injustice perpetrated against
the jitney drivers who gave =s service, when the Virginia Railway and Power Company's machine
crumbled and will continue to ~o so until such times as there can be more efficent management
that will have for i~s purpo'se, providing more frequent service for the public in general.
In saying this we cas~ no reflection on the local Superintendent, Mr. Pope, whom we feel has
~one all that he possibly could with the worn out oa~e that he has at his disposal.

"Yours very truly,
