<br />to be' const~cted to connect the Cities of Richmond, Williamsburg, N~wport News, Hampton, Old
<br />Point, Norfolk, Portsmouth, 8uffolk and Virginia Beach and,
<br /> eWHEREA~, t~e completion of this Highway will be of great economic value Co the State and,
<br /> ~WHEREAS, this meeting of the ~f does
<br />fully appreciate, the necessity and economic *slue of such a highway,
