<br /> Subject: Representation on SchooIBoard of the'Third District of-theCity.

<br /> 1. Gentlemen:~- I wish to call to your attention the fact, that our District does not
<br />seem to be legally represented on the School Board,-and has not been for sometime, as I under-
<br />stand, that representatt~ on, the School Board must be a resident and voter in the District
<br />which he represents. If this is the case, and my interpretation of the law is correct, I wish
<br />your hohorable body would take ~uoh steps, as to place a representative on the School Board
<br />in its proper legal representation and status.

<br /> 2, The above statement is made due to th~ fact, that you Gentlemen might be aware of the
<br />fact, that Of a recent date the School Board of the City of Norfolk was placed in an embarras-
<br />sing position, due to some irregularities that existed in that School Board, so hoping that
<br />some action shall be taken in Which the School Board of the City of Portsmouth mfght be placed
<br />'in its proper legal representation as require~ law.

<br /> In this connection, Mr. Hall moved that the School Board be requested to furnish the
<br />Court'oil with a list of its members,, the districts they represent, the boundaries of the various
<br />School Districts, She residence of each member at his time of election, and the present street
<br />~nd number of each member. The motion was adopted.

<br /> A bill of H. L. Hudgins, City T~easurer, to amount of $389.31, as 1/~ of 1~ commission
<br />on $155,725.00, Bond Issue for Jail, was referred to the Finance Committee.

<br />test against the treatment accorded the striking ~ar men in the City of Portsmouth by the V.
<br />Ry. &-P. Co.
<br />
<br /> These men are all good citizens and tax payers highly respected in this
<br />community, but were forced to leave the service on account 'of their employers putting into
<br />effect a drastic wage reduction upon Earnings that were already on a starvation level.
<br />
<br /> To h~ve submitted to this imposition would have placed every wage earner
<br />in a position where it would be Humanely Impossible to maintain ~th~irrfamily and educate their
<br />chili rem, and the maintenance of the dependents of these men are just as dear to them as are
<br />those of the non-resident Bond Holders of this Greedy Corporation.
<br />
<br /> Further it will be a blight on our Fair City to permit these men to be
<br />smcrificed on .the Alter of G~eed, and see their positions filled by men fa~ less desirable as
<br />citizens.
