<br /> The following communications were read from the City M~na~em~
<br /> let. "The~ Eighth Ward
<br />Civic Lem~ue has taken up with me the quewtion of the up-keep of the West Norfolk Bridge. The
<br />City Attore~y has given an opinion that the up-keep of this bridge is a preper charge against
<br />the Eighth Ward. As this Ward has a surplus and the old City a deficit, it does not seem tO
<br />me' that we can at present agree to assume any par~ of the cost of this up-keep, although, I
<br />think in equity, the City might do so.
<br />
<br /> The same reasoning would apply to the re-building of the bridge, as this involves a
<br />large expenditure.~ I would suggest %hat the construction of thelbridge be financed by an
<br />issue of bonds on the part of the old City, with the understanding that the City will be~e-
<br />imburssd one half of this cost when the Eighth ~ard is in position ~o issue bonds. This could
<br />~e done by ~$urning over the necessary number of Eighth Ward bonds to our Sinking Fund Commission°,
<br />
<br /> It is recommended that this ma~ter be considered by the Council when it holds its special
<br />meeting, for representatives of the Eighth Wmrd Civic League,"

<br /> Due ~o the fact that the white public at present is not patronizing to any great extent
<br />the established street railway system and are showing a preference for the jitney mode of
<br />transportation, this report neglects entirely the traffic carried by the street railway system
<br />insofm~v as it concerns the white population of the community.

<br />I would see no objection, however, in permitting a~line~long the Key. Boad, in case ~u. yone
<br />desires to take up.this rou2e. The road is in such condition, however, that.in my opmnion
<br />satisfactory service would be impossible.
