"The~ Eighth Ward
Civic Lem~ue has taken up with me the quewtion of the up-keep of the West Norfolk Bridge. The
City Attore~y has given an opinion that the up-keep of this bridge is a preper charge against
the Eighth Ward. As this Ward has a surplus and the old City a deficit, it does not seem tO
me' that we can at present agree to assume any par~ of the cost of this up-keep, although, I
think in equity, the City might do so.

The same reasoning would apply to the re-building of the bridge, as this involves a
large expenditure.~ I would suggest %hat the construction of thelbridge be financed by an
issue of bonds on the part of the old City, with the understanding that the City will be~e-
imburssd one half of this cost when the Eighth ~ard is in position ~o issue bonds. This could
~e done by ~$urning over the necessary number of Eighth Ward bonds to our Sinking Fund Commission°,

It is recommended that this ma~ter be considered by the Council when it holds its special
meeting, for representatives of the Eighth Wmrd Civic League,"

On mormon o~ Mr. Brooks, the communication was ordered to l~y on the t~ole.

2nd. Submitted the following repor$on 'regul ting, re-routing and modification
of jitneys operated in the City of Portsmouth:

in number

"In accordance with resolution of the Council, adopted at its regular meeting on Feb. t%th,
I beg leave to submit the following report on regulating, re-routing and modification.in num-
ber of jitneys Ope=mte~ in the City of Portsmouth.

Due ~o the fact that the white public at present is not patronizing to any great extent
the established street railway system and are showing a preference for the jitney mode of
transportation, this report neglects entirely the traffic carried by the street railway system
insofm~v as it concerns the white population of the community.

The conclusions re~ohed have been formed from a study of existing l~ws and.by observing

~h~i~ failure or ineffectiveness
number of cars on various routes
gestion at the~termini~

in producing weli~riegulated servioe~ from experimenting with
during ~he week beginning Feb. 2Otb, ~ud from observing con-

~DITIONAL ROUTES

Jitneys, at present, cover practically.ail available or necessary routes in the City.
I would see no objection, however, in permitting a~line~long the Key. Boad, in case ~u. yone
desires to take up.this rou2e. The road is in such condition, however, that.in my opmnion
satisfactory service would be impossible.

NUMBER OF CARS

The following is a list of cars and se~ting capacity which were on duty on Feb. 2Oth.
This is ~ good mvermge for fair weather.
