White, 5. <br /> <br /> The minutes of the regular meeting February leth and special meeting February. 25th were <br /> read and were approved., <br /> <br /> The following resolution adopted by the Hampton Ro~ds-Gloucester-Michmond Highway Ass'oci- <br /> ation, which had been made the Special Order of Business for this meeting, by Council February <br />~i~, was taken up and mdopted~on motion of Mr. White: <br /> <br />"To the Honorable State Highway Eommission: <br /> <br /> "WHeReAS, in consideration of the fact that there remains but 37 miles of improved road <br />to be constructed to corm'eot the Cities of Richmond, Williamsburg, Newport News, Hampton, <br />Old Point, Norfolk, Portsmouth, Suffolk and Virgini& Beach and, <br /> <br />"WHEREAS, the completion of this Highway will be of g~sa~ economic value ~o the State and, <br /> <br /> "WHEREAS, this ~eeting-of~.the City Cotmoil o~ Portsmouth, Va., does fully appreciate the <br />necessity and economic value om such m Highwmy, <br /> <br /> "THEREFORE, BE IT RESOLVED, That this Council does petition the Honorable State Highwmy <br />Commission and Commisgioner of the State'of Virginia ~o mllocmte sufficient funds with those <br />now available from Federal Government for 'the completio~of this Highway by <br /> <br /> "B~ IT FL~THER RESOLVED, That copies of these resolutions be presented to the Honorable <br />Highway Commission and Commissioner ~nd i~terested parties." <br /> <br />And by the following vote: <br /> <br />Ayes-- Brooks, Esteeck, Oast, Smith, White, <br /> <br />Finance-- <br /> <br />REPORTS OF COMNITTEES <br /> <br />Referred February l$th <br /> <br /> (With City ~Attorney) For recommendation. Ry. mnd recommending that s~id lease be signed. <br /> P~ogress ms to same. <br /> <br /> City Manager recommends:that an ~opropriation of $1500. be made for purpose of employing <br />~ additional policem~n~for the Eighth Wmrd, the Eighth Ward agreeing if the City will make <br />such an appropriation that it will provi'de funds for an additional one to work under the di- <br />rection of the City Manager and Chief of Police. Boat~ght, President of the Library <br />Association, making request for au appropriation of $5,000.00, for an addition to the present <br />library building, so that the local Association may accept the offer of Nfs. L. R. Watts. <br /> Progress. <br /> <br /> Communication from the Manager ~tating that some time during the Year 1~1~, a charge of <br />$3,000.00 was made for fire hose against the Eighth Ward and a similar charge of $1,000. against <br />the Ninth Ward. It is the o~inion of the Manager that these charges were erroneous and he <br />commends that the amount of $3,000. be trausferred t~ the ~edit of the Sth Ward and $1,000. <br />to-the orsd!t of the 9th Ward. <br /> Progress. <br /> <br /> Reports of the City Collector, <br />January, 1~2. <br /> We have ex~mined these reports and it iS recommended that they be file <br /> <br /> Referred February 25th <br /> <br />City Treasurer, mnd City Clerk & Auditor for the month of <br /> <br /> Request of the City Attorney that Council make available the sum of $5,000, O0 to pay for <br />l~nd of Miss Virginia M. Cooke for the purpose of extending Cooke s~ree~; and the sum of $50. <br />needed to purchase a small piece of land from J. F. Barg~nier for the opening of Leckie street. <br /> It is recommended that a special appropriation to~aid s mounts be allowed, money <br />to.be advanced temporarily from the General Fund. <br /> <br />refund <br /> <br /> Communioation from the License Inspector with =eg~rd to petition of Mr. Ginsberg, manager <br />of the City.Bottling Works, ~o be refunded $151.O0 paid for selling soft drinks at wholesale. <br /> It is recommended that a special appropriation of $151.
