<br /> Club, stating that at a regular meeting of said Club'on the 2Oth of February, the following
<br /> Committee was appointed ko attend the next meeting of the City Council: H. M. Gumm, S. C.
<br /> Laylor, E.. R. PUt, on, N. S. Pe~tijohn, S. E. Long.
<br /> Whereupon, on motion of Mr. Brooke, the privilege of the floor was granted to the Com-
<br /> mittee from said Ward, and Mr. H. M. Gumm spoke, who asked for better fire pro~ection and some
<br />~imDro~ements on streets in said Weird in order to make them passible for fire protection, call-
<br /> ing attention especially to Duke street, wes~ of Elm, Atlanta, Peachtree street, Charleston
<br /> avenue.
<br /> Then ~n motion, the matters mentioned were referred to the City M~nager for a report
<br /> to Council on same.

<br /> A bill of E. Thompson, Clerk of Court, to amount of $300.00, for services as Clerk of
<br />the Locml Board of Review in the matter of recent hearings before said Board of applicants
<br />for reduction of assessments, was referred to the Finance Committee.
<br />
<br /> A communication was reazi from the Norman Packing Company calling attention to condition
<br />of street in the vicinity ~f.~aid Company's plant, and requesting that some immediate steps
<br />be t~ken to at least pave -azA street, on which the plant is situated, and suggesting that
<br />same be paved with ooble~tones now idle balonging to the City.
<br /> On motion of M~r. Brooks, the privilege of the floor was granted to F. W. Beazley, Presi-
<br />dent of the Company, who spoke in favor of his petition.
<br /> On motion of Mr. Brooks, the City Manager was i~structed to investigate conditions and
<br />if in his opiniom W~tlzStreet could be paved with cobbie stones now on hand/the Council would
<br />give ~ts mpproval to the same; and by the following vote: and he approved the sams

<br /> On motion, the request-was referred to the Finance Committee.

<br /> A petition of Benj. L, Shepherd to have assessment on his automobile changed from $~O0.
<br />to $~OO.00, was referred to the Finance Committee.

<br /> A request of Mrs. J. C. Hubbard that the Council make an appropriation to send the Confed-
<br />erate Veterans to Richmond to the Re-Union June 20-23rd, was referred to Finance Committee.

<br /> A request was presented from the City Collector that Edward M. Walsh be refunded $5. a5
<br />paid in error to his Office, correction having been made by the Board of Review.
<br /> Dn motion, the request was referred to Finance Committee.

<br /> A communication was read from Grimes Battery asking that the City of Portsmouth ~urn over
<br />to it either the Old Grimes B~t~ery gun room on Effingham street or the vegetable market in
<br />rear of their present quarters, in order to have room for their equipment and stables.
<br /> On motion of Mr. Esleeck, the communication was referred to the City Manager for
<br />immediate consideration and report~.

<br />Ward:

<br /> let. At the regular monthly meeting of the Civic and Improvement League of H~rrison
<br />Ward,~ held M~rch 10th, 1~22, which was largely attended, the following resolution was unanimous-
<br />ly adopted:
<br />
<br /> WHEREAS; the attitude of Mr. Wheelwright, representing the Virginia Railway and
<br />Power Co. in connection with the striking employees of said company has been that of lack of
<br />cooperation, obstinacy and a~rogance, and is considered deplorable beyond question, and there-
<br />fore, condemned; and,
<br />
<br /> WHEREAS; the sentiment of the public is very prejudicial against said Company for
<br />such a~tituds, and it is the desire of this League ~o go on record as being strictly in accord
<br />with such sentiment of the public, therefore, be it,
<br />
<br /> RESOLyED; that the-Councilmanic Committee appointed to adjust the street car situ-
<br />ation, and the Council itself, insist upon proper arbitration of the difficulties between
<br />said ~irginia Railway and Power Co. and its striking emp$oyees as the most feasible and satis-
<br />factory adjustment o£ the differences existing between them, and one which is acknowledged by
<br />all fair minds; and t~at a copy of these resolutions be furnished the Mayor and each CouncitL
<br />man, and to the City ~anager. ~
