<br />March 21st, 1922, Mr. Creter representing the Southern D~t~ctive Agency,

<br /> pointe~ A. P. Harrell a Special Officer for the protection of this Company, within the~City

<br /> 5th. A statement from the Superintendent of the Portsmouth Water Department on the cost
<br /> of operation of said Department for the month of Jmnuary, 19E2, w~s referred to the Finance
<br /> Committee.
<br /> 6th. A recommendati6n that a special appropria$ion of $525.35 be allowed to pay for pis-
<br /> tols, cartridges, b~dges 'and whistles which he had to purchase-in connection wish-the employ-
<br /> ment of substitute policemen rendered necessary 'by 'the ~trike of'the Va. Ry. &'Power Co.
<br /> On motion, the recommendation was referred ~o the Finance Committee.
<br /> 7th. ~In connection with communication from Grimes Battery, referred ~o me by the Council,
<br /> under date Of March l~th, 1922, ~ beg to state that the only immediate relief that can be
<br /> cured is by renting a stable for this organization. Cleaton's stable on Columbia St. ~etween
<br /> Cottrt and Middle' Sis. seems to be suitable for the purpose and may bs rented mt $30.00 per
<br /> month. I believe an appropriation of $180.00 should be made for this purpose and so recommend,
<br /> "For permanent relief, the purchase of the Portsmouth Knitting Mills property, at
<br /> SqO,O00 and strip of land adjacent'to, this oWned by J. V. Parker at $3,G00 might be advisable.
<br /> A payment cf $10,000 in_cash will be necessary for the Knitting Mills property and $3,000 fo~
<br /> Mr. Parker's property. .City bonds will be accepted for the balance. This purchase would give
<br /> us smple room not only for all the needs of the Battex~y, but would permit us to move our own
<br /> stables, wagon shed, asphalt plant, sand and stone stor~e piles, etc., to a convenient central
<br /> point served bY two r~ilroads. The property south ef l~e st. could also be used as a play-
<br /> ground and ou$*door drill ground for the Battery.
<br />
<br /> "An alternative proposition would be to purchase additional land in the vicinity
<br /> of our incinerator, construct a city stable on this site a~d turn ever the building now used
<br /> by the City to Grimes Battery.
<br />
<br /> "The third propssition would be ~o abandon the City market and turn over the entire
<br /> first floo~ of the A~mo=y to the Battery for a drill room and the ~egetable market for m stable.
<br />
