The Finance Committee presented the following ordinance: <br /> An Ordinance Imposing a Lioen4e <br />Tax for the City of Portsmouth, Virginia, for The Year Beginning May let, 1922. <br /> On motion, the ordinance was placed on its first rea~ing ~nd ordered to lay on the table <br />until a special meeting of the Council to be called by th~ Fresident. <br /> The following communications were read from the City Manager: <br /> let. Notice ~hat mt the <br />request of the President of mhe Portsmouth B~se Ball Club, he has designmted W. J. Wilkins <br />as special Police Officer for service at the base ball park, effective March 22nd, <br /> On motion, the notice was ordered to be filed. <br /> 2nd. Notice of the appointment of Schubert R. Creter as special Police Officer, effective <br />March 21st, 1922, Mr. Creter representing the Southern D~t~ctive Agency, <br /> 8n motion of ~r. ~hite, the notice was ordered to lay on the table until the next meet-. <br /> lng of Council. <br /> 35d. Notice that at the request of the Superintendent of Schools, he has,designated <br /> B. Cuthohins as special Police Officer for service around the schools, effective March <br /> On motion, the notice was ordered ~o be filed. <br /> 4th. Notice ~hat at the request of the No~'$clk & Por~mo$'~h Belt Line R.R., he has <br /> pointe~ A. P. Harrell a Special Officer for the protection of this Company, within the~City <br /> limits, effective March 2~th, 1922. <br /> On motion, the notice was ordered ~o be filed. <br /> 5th. A statement from the Superintendent of the Portsmouth Water Department on the cost <br /> of operation of said Department for the month of Jmnuary, 19E2, w~s referred to the Finance <br /> Committee. <br /> 6th. A recommendati6n that a special appropria$ion of $525.35 be allowed to pay for pis- <br /> tols, cartridges, b~dges 'and whistles which he had to purchase-in connection wish-the employ- <br /> ment of substitute policemen rendered necessary 'by 'the ~trike of'the Va. Ry. &'Power Co. <br /> On motion, the recommendation was referred ~o the Finance Committee. <br /> 7th. ~In connection with communication from Grimes Battery, referred ~o me by the Council, <br /> under date Of March l~th, 1922, ~ beg to state that the only immediate relief that can be <br /> cured is by renting a stable for this organization. Cleaton's stable on Columbia St. ~etween <br /> Cottrt and Middle' Sis. seems to be suitable for the purpose and may bs rented mt $30.00 per <br /> month. I believe an appropriation of $180.00 should be made for this purpose and so recommend, <br /> "For permanent relief, the purchase of the Portsmouth Knitting Mills property, at <br /> SqO,O00 and strip of land adjacent'to, this oWned by J. V. Parker at $3,G00 might be advisable. <br /> A payment cf $10,000 in_cash will be necessary for the Knitting Mills property and $3,000 fo~ <br /> Mr. Parker's property. .City bonds will be accepted for the balance. This purchase would give <br /> us smple room not only for all the needs of the Battex~y, but would permit us to move our own <br /> stables, wagon shed, asphalt plant, sand and stone stor~e piles, etc., to a convenient central <br /> point served bY two r~ilroads. The property south ef l~e st. could also be used as a play- <br /> ground and ou$*door drill ground for the Battery. <br /> <br /> "An alternative proposition would be to purchase additional land in the vicinity <br /> of our incinerator, construct a city stable on this site a~d turn ever the building now used <br /> by the City to Grimes Battery. <br /> <br /> "The third propssition would be ~o abandon the City market and turn over the entire <br /> first floo~ of the A~mo=y to the Battery for a drill room and the ~egetable market for m stable. <br /> <br /> "A study of these plsms will be made ~report submitted a~ an early date. <br /> <br />Your s truly <br /> <br />"J. P. Jervey, City Manager." <br /> <br /> On motion of Mr. <br />Committee and the other part of the communication was ordered to lay en the table. <br /> <br /> 8th. Recomm~endation that au additional appropriation of $1500. be allowed for Fire <br />partment, E-~, maintenance and repairs. <br /> On motion, t~e r$commend~tien was referred to FinSmc~ Committee. <br /> <br />White, the first paragraph of the communication was referred~o Finance <br /> De- <br /> <br /> ~th. Forwards petition signed by E. P. Tinsley and others asking that Ann St. between <br />Cooke and Butler Sts. be placed on the paving program fori1922. <br /> The M~nager recommended that this matter be co~sidered ~hen the Council goes into the <br />question of the program for the year. <br /> On me,ion of Mr. Cast, the recommendation of the Manager was concurred in. <br /> <br /> 10th.
