Finance-- REPORTS OF CO$~tTTEES Referred March lSth Communication from the City Manager concerning better water service along the Belt Line Railroad. Progress a~ to ammo. in Port Norfolk and Communication from the Manager enclosing communication from Wm. W. Old, Jr., transmitting check provided by the will of ths late Mrs. Mary Caroline Your~o, for perpetual Up-keep of one-half of lot No. y-A, in Oak Grove Cemetery. The Manager suggesting that this check be invested in a bond, which should provide sufficien~ fun~s for up-keep. Progress. Reports of the City Collector, City Treasurer, and City Clerk & Auditor for the month of February, 1922. We have examined these reports and it is recommen%ed that they be filed. Bill of E. Thompson, Clerk of Court, to amount of $300.00, for services ~s Clerk of the Local Board of Reyiew in the matter of recent hearings before said Board of applicants for reduction of assessments. Progress. Request of the City Collector that the following refunds be made; for monies ps.id in error, corrections ~ade by Order of Court: Portsmouth Cotton Mfg. Co., $8~.00; Solomon & Flora ~adenburg, $~3.10; L. M. Gooc~man, $26.25. It is recommended that special appropriations to said amounts be allowed for said ~efunds. A petition of Benj. L. Shepherd to have assessment on his automobile changed from $~00. to $ oo. 00. We report that the City has no legal authority ~o correc~ assessments. Request of M~s. J. C. Hubbard that the Council make an appropriation ~o send the Confede- rate Veterans tq Richmond to the Re-union June 20-23rd. ' We report that tho City can not'legally make an appropriation for this purpose. Request of the City Collector ~ha~ Edward M. Walsh be refunded $5.25 paid in error to his office, correction ha~ing been made by the Board cf Review, It is recommended that a special appropriation of $5.2.5 be allowed to make such refund. Referred Peb~ry 25th Request of the Hampton Roads-Gloucester-Richmond Highway Association that the City of Portsmouth appropriate $200.00 as its prop~tionate part o~ expenses in connection with said Association. It is recommended that said request be no~ granted. ~Referred February l~th City M~nager recommends that an appropriation of $1500. be made for purpose of employing an additional policeman for the Eighth War~, the Eighth Ward agreeing if the City will make such ~n appropriation that it will p~ovide funds for an additional one to work under the di- rection of the City Manager and ChieA of Police. We rep0r~ that the City has no legal right to appropriate Eighth Ward funds to pay a policeman. Referred Januar~ 2$th Communication from the City Man,get concerning reques~ of Messrs. Dorin, Lee & Brooks for rebate on ta~es on building 323-325 High street, burned on April 26th, which had to be torn down andnew building erected, refund for nine months being requested. It is recommended that the request be no~ granted. A petition $£ J. T. Ga~ner, 1035 B street, to be re-imbursed for over-assessment on lot 1053 B street, for Years 1915 1920, inclusive, said lot having been assessed as one and one-half lots. It is recommended that the petition be not allowed. $133, ~p.a~ Referred December 31st Petition of G. ~usso for a reduction in %he assessment of his personal property, he being of the opinion that an mssessmen~ of $900. on his two trucks and $~00. for his Paige ~utomo- bile is a fair assessment, instead of an assessment of $6000 on smme.
