· O89 <br /> April 11, 1995 <br /> <br />95-180 - Letter from the City Manager reconm%ending adoption of a <br />resolution authorizing the City Manager to convey the former <br />Churchland High School site to ~he Portsmouth Industrial <br />Development Authority for potential development. <br /> <br /> "The Department of Economic Development is actively engaged <br />in an effort to market the old Churchland High School site. As <br />a part of this effort, it is deemed beneficial to convey this <br />site to the Portsmouth Industrial Development Authority. By <br />doing so, they will be in a better position to deal with <br />potential buyers and developers quickly and efficiently at the <br />appropriate time. <br /> <br /> I, therefore, recommend adoption of this resolution <br />providing the City Manager with the authority to convey the old <br />Churchland High School site to the Portsmouth Industrial <br />Development Authority." <br /> <br /> Motion by Mr. Martin to defer consideration of this item <br />until the Regular Meeting of July 25, 1995, failed due to a lack <br />of a second. <br /> <br /> Motion by Mr. Clemons to deny the conveyance of the <br />property to IDA, failed due to a lack of second. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Clemons, to convey <br />the proposed property to the IDA. <br /> <br /> Substitute motion by Mr. Martin, and seconded by Mr. <br />Robinett, to defer consideration of this item until the Regular <br />Meeting of April 25, 1995, and was adopted by a vote of 5-2 <br />(Clemons, Hawks) <br /> <br />95-181 Letter from the City Manager recommending adoption of a <br />resolution authorizing the City Manager to vacate and release <br />drainage easements on a parcel of property belonging to the City <br />of Portsmouth at the northwest intersection of High Street and <br />Cedar Lane. <br /> <br /> "The City currently owns a parcel of property located at <br />the northwest intersection of High Street and Cedar Lane. <br />Potential development of this property is impeded by a drainage <br />easement crossing the property from High Street to Cedar Lane. <br />The location of the easement places it directly in the center of <br />a prospective building site. <br /> <br /> I, therefore, recommend adoption of this resolution which <br />will authorize the City Manager to vacate and release such <br />easements as may be necessary in order to clear this property <br />for development." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Hawks, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE AND <br />VACATE PORTIONS OF EASEMENTS ON QUEEN STREET, WILLIA~SBUR~ <br />AVENUE AND LOCKPORT STREET. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />did by ordinance adopted on April 11, 1995, close portions of <br />Queen Street, Williamsburg Avenue and Lockport Street; and <br /> <br /> WHEREAS, the Council did retain perpetual easements, rights <br />and privileges to install, operate, maintain and replace sewer <br />mains, sewer drains, sanitary sewers, water mains and storm <br />drains overs under and across the described portions of Queen <br />Street, Williamsburg Avenue and Lockport Street; and <br /> <br /> <br />
