<br />wagon,~carriage, ~utomobile, automobile van or zruck used £or hire and every such non-resident
<br />vehicle not used for hire which shall constsmtly use the streets of the Cit% for the delivery
<br />of goods, solicitation of orders, collection of bills, or otherwise, in zhe furtherance of any
<br />business located witD~n or without the City. No vehicle shall be used in the City for h~u2ing,
<br />directly or indirectly, ~o~.the purpose of evading the a~oresaid tax, ~ut any person m~ obtain
<br />a special license to nau± n~s o~rn goo~s or other articles for this traae or business w~nou~
<br />subj~cting his wagon, team or vehicle to be hired by others, in which case the Commissioner
<br />of the Revenue is authorized to grant him a special license zherefor upon the payment of afore-
<br />said tax.
