<br />minals in Portsmouth a~d it is the consensus of opinion of all transportation people whom I have
<br />consulted that it would be best for the City Of Portsmouth before embarking on a plan for ter-
<br />minal~consmruction,-to await the revolts of the experiment now being made in Norfolk,
<br />prostate that the purchase of the' necessary site and the construction of terminals and cotton
<br />compress would cost in the neigh~oed-of $5,OO0, OO~. If it should prove that these termins~ls
<br />were not self-supporting, their cost wOuld then become a chmrge ~gainst the general bonded
<br />indebtedness of the City, ar~i this cost added to our present indebtedness would carry us be-
<br />yond ou~ legal deb~ limi,t.

<br /> Moreover, by waiting a few years, we will not only get the benefit of Norfolk's experience,
<br />.b~t will also get the Benefit of a decrease in cost, so far as the structures are concerned.
<br />-In the next year or so, it might be advisable to purchase a site if a good opportunity 2s pre-
<br /> sented, as the value of real estate will probably continue to advance. My recommend~ti0n for
<br /> the present, however, is. that action on the entire matter be de~yed.~

<br />contrary. I just want to speak a wo~d of praise in fmvor of your Chief of Police. Major James
<br />Talbot, who recentlyhhad Occasion to render a service to the writer in behalf of his Company.
<br />At first I hesitated but later realized that my objective ~ould not be accomplished without
<br />his assistance. I was no~ only cordially red, iv,d, but treated with the utmost courtesy.

<br /> Major Talbot expressed a desire to assist me and I found him sincere- for he produced,
<br />a~ad ,on account of his personal interest (which could not be passed unnoticed) felt that.you,.
<br />too, would be interested in knowing the quality of service an out of tow~ citizen is acccrde~
<br />when in need of aid from the Police Department of your City.
