July 9, 2002 Recommendation: · Adoption of a motion to approve an agreement between the City of Portsmouth and the Virginia Department of Transportation (VDOT) for construction of storm drain improvements relating to the Turnpike Road improvement project. Purpose and Need: · The Virginia Department of Transportation has completed the bidding process and is preparing to proceed with the construction of the storm drain outfall from Constitution Avenue and County Street to Scott's Creek at London Boulevard. This work is being done as a preliminary phase of the Turnpike Road project which is included in the VDOT Six-Year Plan. · Final approval requires that the City sign a City/State agreement for the project. The project will be administered by the Virginia Department of Transportation. Financial Impact: · The funding distribution is shown on the attached agreement. The City's matching funds are $85,665 and are available in the Capital Improvement Plan. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve an agreement between the City and the Virginia Department of Transportation (VDOT) for construction of storm drain improvements relating to the Turnpike Road improvement project, and was adopted by the following vote: Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None - New Business - 02 - 214 - Boards and Commission There were no appointments. 02 -215 - Items Submitted by Council Members Consideration of a motion for Community Meetings. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to direct the City Manager to develop a plan to organize a series of community meetings, and was denied by the following vote: Ayes: Moody, Whitehurst, Holley Nays: Benn, Griffin, Pitts, Randall Consideration of a motion to have a Mayor's Ball. Motion by Mr. Whitehurst, and seconded by Mr. Benn, to have a Mayor's Ball fully funded by private donations. Motion by Mr. Pitts, and seconded by Mr. Griffin, to defer consideration of having a Mayor's Ball to the meeting of July 30, 2002 upon receipt of additional information, and was adopted by unanimous vote. 02 - 216 - Non-Agenda Speakers 1. Terrence W. Thornton. 4109 Walles Drive Apt. 102, Virginia Beach, spoke on a celebrity basketball game on July 21,2002. 2. Mark A. Geduldig-Yatrofsky, 363 Middle Street, spoke on accolades for City/School Board staff and Council.
