July 9, 2002 <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to approve an agreement between the City of Portsmouth and <br />the Virginia Department of Transportation (VDOT) for construction of storm drain <br />improvements relating to the Turnpike Road improvement project. <br /> <br />Purpose and Need: <br /> <br />· The Virginia Department of Transportation has completed the bidding process and is <br />preparing to proceed with the construction of the storm drain outfall from Constitution <br />Avenue and County Street to Scott's Creek at London Boulevard. This work is being <br />done as a preliminary phase of the Turnpike Road project which is included in the <br />VDOT Six-Year Plan. <br /> <br />· Final approval requires that the City sign a City/State agreement for the project. The <br />project will be administered by the Virginia Department of Transportation. <br /> <br />Financial Impact: <br /> <br />· The funding distribution is shown on the attached agreement. The City's matching <br />funds are $85,665 and are available in the Capital Improvement Plan. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve an <br />agreement between the City and the Virginia Department of Transportation (VDOT) for <br />construction of storm drain improvements relating to the Turnpike Road improvement <br />project, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />02 - 214 - Boards and Commission <br /> <br />There were no appointments. <br /> <br />02 -215 - Items Submitted by Council Members <br /> <br />Consideration of a motion for Community Meetings. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to direct the City <br />Manager to develop a plan to organize a series of community meetings, and was denied <br />by the following vote: <br /> <br />Ayes: Moody, Whitehurst, Holley <br />Nays: Benn, Griffin, Pitts, Randall <br /> <br />Consideration of a motion to have a Mayor's Ball. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to have a Mayor's Ball <br />fully funded by private donations. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to defer consideration of having <br />a Mayor's Ball to the meeting of July 30, 2002 upon receipt of additional information, <br />and was adopted by unanimous vote. <br /> <br />02 - 216 - Non-Agenda Speakers <br /> <br />1. Terrence W. Thornton. 4109 Walles Drive Apt. 102, Virginia Beach, spoke on a <br /> celebrity basketball game on July 21,2002. <br /> <br />2. Mark A. Geduldig-Yatrofsky, 363 Middle Street, spoke on accolades for City/School <br /> Board staff and Council. <br /> <br /> <br />
