July 9, 2002 <br /> <br />j) Chapter 37 - Taxi Permits: The Police Department proposes to increase both the <br />Certificate of Convenience and taxicab driver permit application processing fee from <br />$15 to $20; to increase the taxicab rate for each additional one-sixth of a mile to $.30; to <br />increase the taxicab hourly rate to $12 per hour as requested by the taxicab industry; to <br />add an application processing fee of $20 to all wrecker list applicants. It is estimated <br />that these new fees and fee increases will generate approximately $2,000 annually. <br />The City currently has 50 taxicab driver permits on file. <br /> <br />k) Chapter 39 - The Department of Planning and Zoning proposes to adjust the fee for <br />a wetlands permit (other than single-family dwellings) from $100 to $150 in order to be <br />more consistent with other localities in the region. Also, the higher fee will help to cover <br />the increased cost of legal advertisements. It is estimated that the new fee will generate <br />approximately $3,000 annually. <br /> <br />Financial Impact: <br /> <br />· The estimated annual increase in revenues resulting from these fee increases is <br />projected to be approximately $575,000. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to adopt the following <br />ordinances with the handicap fee modified to $150.00, and was defeated by the <br />following vote: <br /> <br />Ayes: Benn, Griffin <br />Nays: Moody, Pitts, Randall, Whitehurst, Holley <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />ordinances, and was adopted by the following vote: <br /> <br />02-189(A): <br /> <br />"ORDINANCE TO AMEND CHAPTER 11 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 11-33, 11-43(a)(5), <br />11-44(2), AND 11-49 THEREOF AND BY ADOPTING NEW SECTION 11-10(c) <br />PERTAINING TO LAND DISTURBING ACTIVITIES." <br /> <br />02-189(B): <br /> <br />"ORDINANCE TO AMEND CHAPTER 16 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 16-67 THEREOF <br />PERTAINING TO FEES FOR CITY DISPOSAL OF ANIMALS." <br /> <br />02-189(C): <br /> <br />"ORDINANCE TO AMEND CHAPTER 17 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 17-75(a)THEREOF <br />PERTAINING TO RENTAL INSPECTION FEES." <br /> <br />02-189(D): <br /> <br />"ORDINANCE TO AMEND CHAPTER 19 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 19-150 THEREOF <br />PERTAINING TO MUSEUM FEES." <br /> <br />02-189(E, F, G): <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 22-2, 22-266, <br />22-565(b), 22-582(b), 22-583(a), 22-611(b), 22-616, 22-642(b), 22-664(c), 22-664(c) <br />AND 22-760 THEREOF AND BY ADOPTING A NEW SECTION 22-6.1 PERTAINING <br />TO TRAFFIC OFFENSES, PENALTIES, AND FEES. <br /> <br /> <br />
