July 9, 2002 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, July 9, 2002, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, Interim City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to approve the minutes of a <br />Called Meeting on June 25, 2002, a Regular Meeting on June 25, 2002, and a Called <br />Meeting on June 28, 2002, and was adopted by unanimous vote. <br /> <br />- Public Hearing - <br /> <br />02 - 210 - Public hearing on a use permit, rezoning and street closure applications: <br /> <br />(a) UP-02-08 <br /> <br />SIMONSDALE NEIGHBORHOOD Arthur and Rosalind Moats <br />request a use permit to operate a childcare center at 4401 <br />Portsmouth Boulevard. The Comprehensive Plan recommends <br />commercial development of the area. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-02-08 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-01-25(M) <br /> <br />DOWNTOWN NEIGHBORHOOD - Mt. Olivet Baptist Church <br />requests modification of a use permit to operate a before and after <br />school day care at 1000 County Street. The Comprehensive Plan <br />recommends commercial development of this area. <br /> <br />1. Katherine Jordan, 3325 Trexler Avenue, spoke in support of this item. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-01-25(M) be approved on first <br />reading, and was by adopted by unanimous vote. <br /> <br />(c) UP-02-10 <br /> <br />VICTORY CROSSING - Colonial Foods LLC, requests a use permit <br />to operate a 54 seat restaurant (Pizza Hut) with the sale of <br />alcoholic beverages at 4032 Victory Boulevard. The property is <br />zoned Commercial C-2. The Comprehensive Plan recommends <br />commercial development of this area. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-02-10 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) U P-02-14 <br /> <br />DOWNTOWN NEIGHBORHOOD - Anthony Fraley requests a use <br />permit to operate a restaurant at 440 High Street. The <br />Comprehensive Plan recommends commercial development of the <br />area. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-02-14 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(e) Z-02-07 <br /> <br />PORTCENTRE COMMERCE PARK - James T. Martin, for <br />Portsmouth Redevelopment and Housing Authority, request the <br />rezoning of 915 PortCentre Parkway from Commercial C-2 to <br />Commerce Park (CP). The Comprehensive Plan recommends <br />industrial uses in this area. <br /> <br /> <br />
