June 25,2002 <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to adopt the following resolution <br />with an addendum to be sent to the Sentinel in New York, and was adopted by the <br />following vote: <br /> <br />"A RESOLUTION APPROVING THE REDEVELOPMENT PLAN FOR THE MIDTOWN <br />REDEVELOPMENT PROJECT. <br /> <br /> WHEREAS, there has been presented to this body for consideration and <br />approval, a copy of a Redevelopment Plan for the Midtown Redevelopment Project ("the <br />Plan"), which plan addresses the blight within the Project Area, as defined in the Plan; <br />and <br /> <br /> WHEREAS, said Project Area, which has been determined to be blighted, is to <br />be redeveloped in accordance with the Plan; and <br /> <br /> WHEREAS, the Plan provides an outline for the redevelopment of the Project <br />Area and is sufficiently complete to satisfy the required elements set out in Section 36- <br />51 of the Code of Virginia, 1950, as amended; and <br /> <br /> WHEREAS, the Plan provides for relocation payments pursuant to applicable <br />law; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the <br />provisions of the Housing and Community Development Act of 1974, as amended, <br />including those prohibiting discrimination because of race, age, color, religion, familial <br />status, handicap, sex or national origin; and <br /> <br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its <br />inhabitants that said Plan be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That it is hereby found and determined that the Project Area is blighted <br />pursuant to Chapter 1 of the Title 36 of the Code of Virginia, 1950, as amended (the <br />"Act"). <br /> <br /> 2. That regarding the adoption of the Redevelopment Plan for the Midtown <br />Redevelopment Project, it is hereby found: <br /> <br /> (a) That the objectives of the Midtown Redevelopment Project, <br />Portsmouth, Virginia, can be better achieved by the adoption of the Plan; and <br /> <br /> (b) That the Plan meets the requirements of a plan for a redevelopment <br />project pursuant to the Act. <br /> <br /> 3. That the Midtown Redevelopment Plan for the Midtown Redevelopment <br />Project, having been duly reviewed and considered, is hereby approved and adopted, <br />and the City Clerk is hereby directed to file a copy of said Plan with the minutes of this <br />meeting." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />02 - 195 - Adoption of a resolution in support of the Virginia Department of Rail and <br />Public Transportation's effort to improve Commonwealth Railway's service to the West <br />Norfolk portion of the City. <br /> <br /> <br />
