May 28, 2002 <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />Interim City Manager be, and he hereby is, authorized to execute and deliver to Cox <br />Communications a permit allowing Cox Communications to place underground cable <br />and power supply for installation of digital cable service in the City of Portsmouth on <br />property of the City known as the Red Barn Road Sewage Site, said permit to provide <br />that Cox Communications will indemnify and hold the City harmless from damage to <br />person or property resulting from the use permitted, and for termination of the permit by <br />the City upon provision of a 180 day notice to Cox Communications, the location of said <br />facilities to be as shown on that certain drawing entitled: "COX PORTSMOUTH <br />POWER SUPPLY UNITS, PORTSMOUTH, VIRGINIA, 3724 PINE BARK ROAD <br />(BESIDE)", dated October 12, 2001, revised March 18, 2002, prepared by Clark-Smith <br />Associates, Consulting Engineers." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 161 - Adoption of a resolution endorsing the six project plan of major transportation <br />improvement projects in the Hampton Roads area which is the subject of the regional <br />transportation referendum on November 5, 2002, and giving the opportunity for the <br />passage of the referendum by the voters of Portsmouth and the region. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution endorsing the six-project plan of major transportation <br />improvement projects in the Hampton Roads area which is the subject of the regional <br />transportation referendum on November 5, 2002 and giving the opportunity for the <br />passage of the referendum by the voters of Portsmouth and the region. <br /> <br />Purpose and Need: <br /> <br />· At the April 23rd Public Work Session, staff presented to Council an informal briefing <br />on the Regional Transportation Referendum that will be on the ballot on November 5, <br />2002. <br /> <br />· Six major projects are identified for construction following approval of the <br />referendum and the imposition of a temporary increase of one cent in the local sales tax <br />(excluding non-prescription drug and non-prepared food sales) within our region. <br /> <br />· The projects include the Third Crossing of Hampton Roads; the widening of <br />Interstate 64 on the Peninsula; the improvement of the Rt. 460 corridor; the provision of <br />a second Midtown Tunnel and extension of the Martin Luther King, Jr. Freeway; the <br />Southeastern Parkway and Greenbelt; and various regional rail and transit <br />improvements. <br /> <br />· While all of the projects contribute to inter- and intra-regional mobility, two of the <br />projects directly benefit Portsmouth residents, businesses and visitors: the Third <br />Crossing of Hampton Roads and the provision of a second Midtown Tunnel and <br />extension of the Martin Luther King, Jr. Freeway from its present terminus at High Street <br />to an interchange at 1-264. These projects add traffic capacity in locations that benefits <br />travelers in Portsmouth and help protect Portsmouth neighborhoods from spillover traffic <br />congestion that would result should the projects not be constructed. <br /> <br />· Discussion of the topic indicated Council's general consensus that this is a very high <br />priority undertaking for the region. Due to the acknowledged absence of other funding <br />sources, the transportation referendum presents a unique and unlikely-to-be repeated <br />opportunity for the residents of Hampton Roads to take positive action to decide a <br />critical issue affecting the fundamental future of this region in terms of the quality of life, <br />the economic base and the environment. <br /> <br />· Following the discussion, Council's remarks indicated the desire to go on record as <br />supporting passage of the transportation referendum. This resolution would accomplish <br />that objective. <br /> <br /> <br />
