May 14, 2002 <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br />· Failure to implement an Environmental Policy increases the City's risk of receiving <br /> fines/penalties from the EPA and DEQ. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION ADOPTING AN ENVIRONMENTAL POLICY FOR THE CITY OF <br />PORTSMOUTH. <br /> <br /> WHEREAS, the Environmental Protection Agency (EPA) and the Virginia <br />Department of Environmental Quality (DEQ) have endorsed the implementation of an <br />Environmental Management System for municipalities; and <br /> <br /> WHEREAS, in order to fully implement this system a Resolution is required by <br />each participating municipality which supports the City's Environmental Policy <br />Statement; and <br /> <br /> WHEREAS, adopting a comprehensive environmental policy will facilitate all City <br />of Portsmouth departments and their employees in understanding and implementing <br />EPA and DEQ policies regarding the use, storage and disposal of hazardous wastes; <br />and <br /> <br /> WHEREAS, an environmental policy will demonstrate the City of Portsmouth's <br />commitment to take a responsible and proactive stance in protecting the environment <br />and reducing the risks of a hazardous material and hazardous waste accidents. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it hereby adopts the Environmental Policy, titled "City of Portsmouth <br />Environmental Policy Statement," attached hereto and made a part hereof, and directs <br />that the Interim City Manager implement the provisions contained therein." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />02 - 150 - Mr. Griffin offered the following nomination for the following Boards and <br />Commissions: <br /> <br />HAMPTON ROADS PLANNING DISTRICT COMMISSION <br /> <br />Councilman Cameron C. Pitts to be appointed to fill an unexpired term ending June 30, <br />2002, replacing Councilman P. Ward Robinett, Jr. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to close the nomination, and <br />there being no further nomination, the above nomination was adopted by unanimous <br />vote. <br /> <br />02 -151 - Items Submitted by Council Members <br /> <br />Councilman Benn congratulated Mr. McCoy on the adoption of the operating budget. <br /> <br />Vice Mayor Griffin complimented Chief Cooke on an outstanding Police Memorial <br />Service. <br /> <br />Councilman Whitehurst spoke on political actions during the recent Council manic <br />election. <br /> <br />Councilman Pitts spoke on the Police Memorial Service and the Vice Mayor's <br />participation. <br /> <br /> <br />
