<br />~e Court from Water Department funds the sum of $11,150~00. In'my opinion, it is absolutely
<br />necessary that this land be pitt chased and held fsr future additions te the primping station
<br />and delay will result in adhanoed values, particularly in view of the opening of Cooke St.~
<br />

<br /> 3rd. "With reference t~ the mppointment of spsci~ul police officers in the
<br />mouth, I beg to state that t have taken this question up with various cities in
<br />the following ~esult:

<br /> In Norfolk, each detective agency pays a license fee ef $75,00 and $25.00 f9r each
<br />detective or wmtchmmn. Before a license is i~sued m certificate shall be obtained fr~m the
<br />City Manager ~s ~o the fitness of t~e mpplioant. Section 450 of the Nerfelk Oi~y Code gives
<br />the Direotorof Public Safety authe~ty to cen~er upon ~uay person employed to patrol er protect
<br />private property and preserve order the privilege of acting as conservator e£ the peace and
<br />apprehending m!l disorderly mhd ~iteus persons, etc. Such officers are provided with whistles
<br />and badges by ~he Police Department.

<br /> In Roanoke, in exceptional oases, special p~lice powers have been given to indi-
<br />vi dua~ls on request of the he~d ef the erganimmtion served by these individuals.

<br /> In P~ters~urg, similar p~wers are given tea few persons. At pres~n~ there are
<br />two special policemen in PeterSburg, erie at the fair grounds and the other a n~ht wa~ohm~n

<br /> If the City of Portsmouth licenses a detective agency, it mppears te me that we

<br />in vogue ~ grantin~ special police powers te officers of detective agencies."

<br /> Mr. Esleeck moved ~e amend, that~ the City Manager and City Attorney be authorized to
<br />draw such ~n o~dinance. The amendment was adopted.

<br /> The only featttreirequiring action by:the Council is the question off the local
<br />jitney business in Fertsmouth. It would give an additional ~itne~ bus te the Pe~t Norfolk
<br />line and would to that extent~ make inroads into the income ef the eiisting busses. I am as-
<br />sured, however, by the Traffic Offfioer that this effect will be very small,
<br />
<br />I, therefore, recommend that I be authorized te license the t~® busses
<br />
<br />On motion ef Mr. White, the zssommendatien of the Manager was concurred in.

<br />Stonewall street. This street~wiil be e~bed and guttered ~hder last year's apprepriatlon and
