<br /> A communication from the School Board requesting that the Board be relieved from payment
<br />of taxes on the Shes property for the entire Year 1922, instead of from April 7, 1922, was

<br /> A communication was read from the Central Labor Union, stating that at a meeting of
<br />said body Friday, May 5th, a resolution was adopted condemning any ordinance giving the private
<br />detective agency full power or, police authority~ and request that committee from said body
<br />be allowed the privilege of protesting against this Ordinance.

<br /> _ A communication was read from W-~LF~t.I-lm~ & Co.~ Cincinnati, Ohio, advising that one
<br />oi' their clients has reported to them that he has lost $1000. City of Portsmouth, .5~ Water Bond,
<br />d~e December 1, 19~, ~177~, with December 1, 19~0 and ~ubsequent coupons attached, ,and they
<br />requested that a duplicate bond be issued to their client an~ that payment on the DeCember
<br />1', 1920 and subsequent coupons be stopped.
<br /> On motion, the ccmmunica*.ion was referred ~o the City Attorney to give his ~opiniom
<br />as to what legal steps the City may take in the matter.
<br />
<br /> A petition was read from property owners and residents of the 600 block of Armstrong_
<br />street that said street be included in the Paving Program, and was ~eferred ~o the CityMar~ger.
<br />
<br /> A communicati-on was read from the School Board requesting the Council to appropriate an
<br />amount not to exceed $24,500.00'so that the Board may acquire for an athletic field that piece
<br />of ground bounded by Seventh avenue, County street extended, Ninth avenue~ and the AirLine
<br />Turnpike'.
<br /> tn this connection, communications were read from the Central Labor Union and the
<br />American Legion endorsing the movement to provide the schoo2s of Portsmouth with a suitable
<br />athletic field.
<br /> On motion of Mr. Es~leeok~ the privilege of the floor was granted to any one present
<br />who might be interested in· this matter.
<br /> Whereupon, Messrs. R. S. Marshall, J. C. Day, L. F. Savage, and J. L. Codd spoke urging
<br />the acquiring of an athletic field for the school children.
<br /> On motion of Mr. Esleeok, the matter was referred to a Special Committee of Three to
<br />act with the City Manager, and to report back to Council as soon as practicable.
<br /> The President appointed the following as said Committee: Messrs. J. C. Smith,
<br />J. Alden Cast, R.E.B. Stewart.

<br /> A bill of S. T. MontagUe, Jr., State Game Warden, to amount of $360.00, for services
<br />rendered in destroying 1~4 tagless ~ogs, was referred ~o the Fin~uce Committee.
<br />
<br /> A petition of Ruth L. Choate' to be relieved from payment of high taxes on property located
<br />at ~0~ London street, was referred to the Finance Committee.

<br /> A petition was received from Eugene J. Bass tc be refunded $!1.00, psid in error for soXt
<br />drink license,was referred to the Finance Committee.
<br />
<br /> A communication was read from the Harrison Ward Civic and Improvement League.
<br /> In this connection, Mr. Oast move~ that the Clerk be instructed ~o communicate with
<br />said League informing them th~at ~he Council refuses to receive their communication for the
<br />reason of the discourteous language used in same, but that it is ready at all time to give
<br />consideration to any communication they may send that is written in respectful terms.
<br /> 'The motion was adopted.
<br />
<br /> A communication was read from the Portsmouth' Co~ton Oil Refi'ning Corporation requesting
<br />Oouncil to be present at the Memorial Ser~Vioes at their plant on May 30th.
<br /> On motion, the invitation was accepted with thanks, and the Clerk instructed to write
<br />and say that the Council.S!il use their best ~fforte to be present on this occasion.
<br />
<br /> A_communication was read from the.k~iemyer-Shaw Camp No~. ~pt~ Sons of Confederate Vete-
<br />rans, ~erkley, inviting the Council to participate in their~Memorial Day Exerciees~to be held
<br />Friday, May 2~th.
<br /> On motion, the invitation was accepted with thanks, and the Clerk instructed to write
<br />and say that the Council will use ~heir best efforts ~o be present on this occasion.
