098 <br /> <br />Apr~l 25, 1995 <br /> <br /> At a Called Meeting of the City Council on Tuesday; April <br />25, 1995, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, <br />Cameron C. Pitts, P. Ward Robinett, Jr., V, Wayne Orton, City <br />Manager, George M. Willson, Acting City Attorney. <br /> <br />95-195 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be <br />held in the City Council Chamber, 6th floor of City Hall, 801 <br />Crawford Street, at 5:00 p.m., Tuesday, April 25, 1995, for the <br />purpose of a Public Work Session. ~ <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br />By order of the Mayor." <br /> <br /> 95-196 - The following items were discussed in the Public <br />Work Session: <br /> <br /> 1. VRS/PRS Early Retirement Provisions <br /> 2. Water Line Service Policy <br /> <br /> Motion by Mr. MarGin, and seconded by Mr. Clemons, to go <br />into Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> (1) Discussion of the use of publicly held real property <br />in the Waterview and Churchland portions of the City, as <br />permitted Under Subsection (A) (3); <br /> <br /> (2) Consultation with legal counsel and briefing by staff <br />members concerning city towning contracts, as permitted under <br />Subsection (A) (7): <br /> <br /> (3) Consultation with legal counsel concerning a matter of <br />actual litigation (Adelman, et. al., vs City of Portsmouth), as <br />permitted under Subsection (A) (7); <br /> <br /> Motion by Mr. Hawks, and seconded Mr. Pitts, to amend the <br />motion to allow consideration of appointments to Boards and <br />Commissions by the City Council, as permitted under Subsection <br />(A) (1). <br /> <br />The motion to amend was adopted by unanimous vote. <br /> <br />The amended motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Hawks, pursuant <br />to Section 2.1-344.1 of the Code of Virginia certifying that to <br />the best of the Council member's knowledge during the <br />i~ediately preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfully exempted from <br />open meeting requirements by the Virginia Freedom of <br />Information Act, and <br /> <br /> (2) Only such public business matters as were identified <br />in the motion by which the Executive Session was convened, were <br />heard, discussed or considered in the meeting by the City <br />Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion meeting adjourned. <br /> <br />Gloria O.
