<br /> (m) Cars shall be kept clean, neat, free from unnecessary noise, in good order and proper-
<br />ly painted. The City Man,get shall have power to order any car out of service until it has
<br />been put in a condition of r~pair satisfactory to him.

<br /> 111. AN ORDINANCE GRANTING A FRANCHISE, AUTHORIZING THE CONSTRUCTION, MAINTENANCE AND
<br />OPERATION OF A SYSTEM OF TRANSPORTATION BY TROLLIBUSSES ON CERTAIN STREETS IN THE CITY OF
<br />PORTSMOUTH.
<br />
<br /> (a) The Virginia Railway & Power Company is invited to establish an experimental trolti-
<br />bus line in Portsmouth· extending from the ferry to Court, to Fourth· to the Navy Yard Gate
<br />and =e%u~.ning via the same~uute. If the result of this experiment is s~tisfactory, the Council
<br />will grant a franchise for trollibueses, expiring on the same date as the last franchise now
<br />operated by the Virginia Railway & Power Company expires.
<br />
<br /> (b) It shall provide that a successful bidder for the franchise shall acquire s/1 tracks
<br />and appurtenances pertaining to street railway transportation in the City of Portsmouth and
<br />owned by the Virginia Ra/lway & Power Co., except the power and lighting lines of that Co.,
<br />and further, that the Virginia Railway & Power Co. shall sell current for p~wer to the success-
<br />ful bidder at the rates prescribed by the State Corpor~tion Commission.
