AN ORDINANCE GRANTING A FRANCHISE, AUTHORIZING THE CONSTRUCTION, MAINTENANCE AND OPERATION OF A SYSTEM OF TRANSPORTATION BY TROLLIBUSSES ON CERTAIN STREETS IN THE CITY OF PORTSMOUTH. (a) The Virginia Railway & Power Company is invited to establish an experimental trolti- bus line in Portsmouth· extending from the ferry to Court, to Fourth· to the Navy Yard Gate and =e%u~.ning via the same~uute. If the result of this experiment is s~tisfactory, the Council will grant a franchise for trollibueses, expiring on the same date as the last franchise now operated by the Virginia Railway & Power Company expires. (b) It shall provide that a successful bidder for the franchise shall acquire s/1 tracks and appurtenances pertaining to street railway transportation in the City of Portsmouth and owned by the Virginia Ra/lway & Power Co., except the power and lighting lines of that Co., and further, that the Virginia Railway & Power Co. shall sell current for p~wer to the success- ful bidder at the rates prescribed by the State Corpor~tion Commission. (c) It shs.ll provide for trollibue lines as follows: Park View and West Park View, ~ busses, ? 1/2 minute schedule to Park View and 15 minute schedule to West Park View. The City Council reserves the right, however· ~o increase ~nls ~x ~o an amoun~ sufficient to cover the maintenance and repair of streets rendered necessary by the opgraticn of trollibusses on such streets.
