<br />At a special meeting of the City Council July l~th there were present:

<br /> You will please call a special meeting of the City Council for Friday,
<br />July lSth, at ~ o'clock P. M., to consider report from the Committee of the Whole on proposed
<br />
<br />traction resolution.
<br />

<br /> The "call" having been read, the Manager asked unan~amous consent to present se=e2al com-
<br />munications. The request was granted, and he presented the following:
<br />
<br /> 1st. "The result of an analysis of the bids received for our street paving indicates
<br />that there will be little difference between the cost of concrete paving and asphalt paving,
<br />The Council has s.lready authorized me to use my discretion in substituting concrete for~macs~i-
<br />am and I =e~est ~further authority to substitute asphalt for concrete. The difference oetween
<br />the agg~egat~ of the two bids received is only about $3,000. As the bide, however, seemed
<br />to me to be h~gh, I am advertising for new bids to be opened on Ju~¥
<br />
<br />On motion, the request of the Manager was grante~
<br />
<br /> 2nd. "With reference to the right of way for the West Norfolk bridge at its southern
<br />end, I beg to state that I have gone further into the matter and that white the land value
<br />of the right of way desired may be somewhat under $4,000, the indirect damage to the property
<br />owner due ~o. the cutting of his property in two is very considerabl~ and for that reason, I
<br />do not deem $~,000. an excessive price to pay for the easement desi~edby the City and County.
<br />
<br /> "In ~his connection, I further beg to point out that the change in the l~cation of the
<br />h~idge will mean a saving of at least $10,000. in the cost of construction.
<br />
<br /> A further delay will also be expensive, The cost of material a~d labor are advancing
<br />and if the construction of the bridge is thrown into the winter months, the contract price
<br />will be increasedaccordingly.
<br />
<br /> This propo~tion is noz really the purchase of real estate, but the purchase of an ease-
<br />ment.
<br /> I have gone camefully over this matter with M~. R. B. Preston, Engineer of the No~$olk
<br />County Road Commission, and he and I both believe that immediate action ~will be more md~Smtage,
<br />ous to the City and Count~
<br />
<br /> I, therefore, again recommend that I be authorized to eecu~etthe easement desired at a
<br /> cost to the City, not to exceed $2,000."
<br />
<br /> On motion, the communication was referred to the Finance Committee.
<br />
<br /> 3rd. "The territory in the vicinity of Higher. west of the Belt ~ine andHigh St. itself
<br /> is extremely low and badly dmained. As we are no~ proposing ~ permmme~tip~ving for this
<br /> street it is essential that~ the permanent dr~inmgebe provided for. T~isi~immge will.form
<br /> part of our final sewerage and d~ainage system, 9ut as it lies largely lin theEighth and Ninth
<br /> Wa~rds, I deem it necessar~ to get the Council's approval of it before goinglahead with the
<br /> plan. It is essential, however, that the d~ains~ system be put in before the paving isL -
<br /> started, both to render construction possible on the Street.and also' tO look after the drain
<br /> age of adjacent territory.
<br />
<br /> The areao~lnvolved is about 163 acres, of Which approximately !10 lies in the Ninth Ward,
<br /> ~ in t~e Eighth, and !3 in the old Ci,ty. The cost Of this permanent rain~ will not
<br /> ~xceed $26,000.00. This will ca~efoff~he territo~ indicated forall t me an,
<br /> one of the tuberculosis ~nd plague sp~s of the City into a well drained and [thful area,
<br /> as it will cover all of the Mt. Hermon section, which from a standpoint of sanitation and
<br /> drainage, I believe to be the worst in the City.
<br />
<br />The cost of the system will be.$26,O00. Of this, I believe the old City should PaY
<br />-a somewhat greater sum than its propo2~ional share, as iris rendered neceesarF by tha con-
<br /> stru~2ion of a road which will be of mo~e benefit to the old City thanthe new wards. Iwould
<br /> suggest, therefore, that the old City authorize me to pay $13,O00. of the cost from the bond
<br /> i~Ue for sewers an~ that the remaining $13,OOO. be divided; the Eighth Ward paying $4, OOO.
<br /> and the Ninth Ward $~,000;
<br />
<br /> As the awarding of ~ur contract is awaiting decision in this matter, it is rec~ested
<br /> that the Council indicate its approval o= disapproval, as soon as practicable.
