Manager of the Por$~smouth Auto- Bus 0~rs' Association, presented the following ordinance, and spoke as to same: "AN ORDINANCE FTX~NG THE T~S OF CONSENT FOR THE OPERATION OF "AUTO-BUSSES" ~N THE CITY OF P0R ~SMOUTH, ~IRG!NIA. ~ Be it ord~ine~bby the ~,Council of the City of Portsmouth, Virginia. - 1. The term "ants-bus~ as used herein shall mean and include any automobi~'e or motor ~s com~m~n~y.:.¢~l~ed jitney engaged in the business of oar. tying passengers for hire, ;vhich is'operated or run ~ver any of the streets or public places in the City off Portsmouth and aocepzs and discharges such persons as m~y offer themselves flor transportation eith~ at the termini or points along the way or route on which it is used or operated or may be rurming. The word "person" as used herein shall mean and include any individual, oopartnershin, associ- ation, corporation or j~.lnt stock company, their losses, trustees or receivers appoi~,~ed by any court whatsoever. '~-ne wor~ "street" as used herein shall mean and include any street, avenue, park, parkway, highway or other public place. E. No auto-bus shall~o~ operated wholly er partly u~on any sZreet until ~the owner there- of shall h~ve obtained-the consent of the Transportation Supervisor as hereinafter provided. Such consenn shall be issued to the owner o~ such ~ut6~bu~ for ~he operation thereof or by servants or agents duly accredited for that purpose by suo~ owner and such consen~ shall not be deemed to authorize the operation of any auto--~s ~y any lessee or person other than the owner or his duly accredited agents or serv~n~s. 3. Said consent shall not be granted except upon compliance by the owner of any auto- bus with the ~ollowing conditions: There shall be filed with the T~ansportation Supervisor an application, which shall con- t~n the name o£ the owner, his age, ~esidenoe, m~u~ business add, ess, if any, the route or routes over which it is desired ~o ope~te ~d for p~ission to operate whereon application is ~mde, the character ~nd estimmted capacity of said ~to-~s, tegethe~ with ~ stmt~ment off the basis of such estimate ~d if constructed in mocor~noe with speclfiOmtions by the City Mmn~ge= or City Council, and said mpplioation shall definitely state whethe~ said ~to~s is to be operated by said o~er~ pe~sonally o= ~ agents or se=vmnts duly ~e~ted by such owner.
