<br />At a special meeting of the City Council August 25th there were present:
<br />
<br />Messrs-- Vernon Brooke, R. B. Es!eeok, R. A. Hutohins, Jr.,
<br /> J. C. Smith, R.E.B. Stalwart, L. G. White, 6.
<br /> Also the City Manager.
<br />
<br />The. following directions were read for the special meeting:
<br />

<br />"Dear Sir:--
<br />
<br /> You will please call a special meeting of the City Council for Friday,
<br />August 25th, at 8 o'clock P. M.--
<br />
<br />1st. For further consideration of the traction matter.
<br />
<br />2nd. To take up matters on the table from meeting Au~st 22nd and not considered.
<br />

<br /> The call having been read, in connection with the traction matter, the following motion
<br />by Mr, Brooks, pending at adjournment of Council on August 22nd, was taken up: "That section
<br />lb) of 'An Ordinance Re-routing, Regulating a~d Restricting the Operation of Vehicles Propelled
<br />by Gasoline or other Internal Combustion ~ngines or Drawn by Animals and Used in the Trane-~
<br />portation of Passengers on the Streets of the City of Portsmouth Over Fixed Routes at a Fixed
<br />Rate of F~re,' be amended to read as follows:
<br />
<br /> "(b) Within 90 d~ys aft~ the improved service on any line provided for has been put
<br />into operation it will~re-rou~e, restrict and regulate all existing systems of or separate
<br />vehicles for urban transportation operating on this line other than those belonging to the
<br />Virginia Railway and Power Co.,so that they will no~ run on streets used for urban transporta-
<br />tion of passengers by the Virginia Railway and Power Co~ or nearer than one block of such
<br />streets."

<br /> The amendment was lost by the following vote:
<br /> Ayes-- Brooks, Eslee~ck, 2.
<br /> Nays-- Hutohins, Smith, Etewa~vt, White, ~

<br />I '~ Mr. ~at~e mo~ed that t~e following amendment be made to ~Parsgraphs6~o~ the Manager's
<br />e~oer: "deAete the words 'final, unalterable, aud no~ s~bjeot to further di~oussion,'~ in
<br />paragraph 6. Substitute the following for paragraph 7. ~ It is therefore requested tha~ a more
<br />satisfactory answer be made to the four main issues.within ten days after receipt of these
<br />resolutions."

<br /> The amendments ~by Mr. White were adopted by the following vote:
<br />

<br /> Then Mr. White moved that the City M~nmger's letter be a~optec, as amended, and that the
<br />City .M~n~ger be instructed to forward ~ame,~s amended, to the Va. Ry. & Power Co.
<br /> The mo~tioh was adopted, and by the followinE vo~e:

<br /> Th~n the following matters not considered by Council on August 22nd were taken up:

<br /> The following ordinance which had been placed on its first reading August 22nd, was
<br />taken up:

<br /> AN ORDINA~CE REGARDYNG THE ~TTING OF WEEDS ~M THE CTTY OF PORTBNOUTH,~
<br />
<br /> The following amendment which had been offered by Mr. Brooks,was adopted: "To ~dd to
<br />section 1 a clause oompellin~ the owner or occupant, or person, firm or corporation having
<br />care of any vacan$ or improved lot or lmnd to keep out the weeds, vines and grass on the
<br />sidewalk between the street line of the said land ~nd the curb line."
<br />
<br /> Mr, Esleeck moved to strike out the emergency clause from the ordinance.
<br />was adopted.
<br />
<br />The mo ti on
<br />
<br /> Mr. Brooks moved that the fine be made "not less .than five dollars, nor more than twenty-
<br />five," instead of "not less than ten dollars, nor more than twenty-five dollars."
<br /> The mmendment wa~ adopted.
<br />
<br /> ~. Brooks moved that the ordinance be adopted, as amended, and same was adopted, as
<br /> amended, ~nd,by the following vote:
