<br /> reference to establishing a traffic bureau, stating that said Bureau would be able ~o accomplish
<br /> a great deal of work which would be useful to our merchants and manufacturers.
<br /> On motion of Er. Esleeck, the privilege of the floor was granted to Er. T. $. Southgate,
<br /> who spoke in favor of same.
<br /> On motion of Er. White, the communication was referred to the Finance Committee.

<br /> 2nd. Recommendation that he be authorized to transfer $8,000.00 from the New Sewerage
<br /> streets.FUnd ~o St. Improvement Fund, to pave with sheet asphalt Ann St., between Cooke and Butler NeWts S~.Sew'
<br /> In this connection, Mr. Brooks moved~that the privilege of the floor be granted to
<br /> one present who might desire to speak on the subject.
<br /> The motion was adopted, and H. Aspegrin and J. R. Bio an sp~ke, urging Council to autho-
<br /> rize the paving of Said street.
<br /> On motion of Er. White, the recommendation of the Manager was concmrred in.
<br />
<br /> 3rd. Recommendation that he be authorized to make the followin~ offers for land needed
<br /> for the widening of Six
<br /> R. A. Hudgins, $1~50.00~h avenue, between Glasgow and North streets: W. R. Houghton, $550.00~
<br /> N. T. Haynes $300.00; James Shea, $ 00.00, and if the Said offers
<br /> be refused, he be authorized to institute condemnation proceedings.
<br /> On motion, the communication was referred to the Finance Committee.

<br /> ~th. "With reference to communication of Mr. Robert F.Perkins, of 1909 Eld'Ave., com-
<br /> ptmining of incompleted paving on Elm Ave., he stated that, confirming verbal report m~de
<br /> to the Council, this delay has been due solely to the unps~ralleled wet weather which we have
<br /> had since the first of June. The oondi'tisns complained of by Er. Perkins have been partially
<br /> remedied and will be completed as soon as possible."
<br /> On mo~ion, the commUniomtion was ordered to be filed.

<br /> 5th. Enclosing copies of operation report of the Portsmouth Water Department for the
<br /> month of August, 1922.
<br /> On motion, the report was referred to Finance Committee.

<br /> O~ motion, the City Attorney was instructed to draft deeds for the two parties purchasing
<br />lots in the Olive Branch Cemetery s~ud the Proper City Officers were instructed to execute s~ne.

<br /> ?th. "The'Annuml Convention of the American Society for Municipal Improvements will be
<br />held in Cleveland, Ohio, October 2nd to 6th, 1922. A very interesting and useful program
<br />for this convention has been ~rranged.
<br />
<br /> His Honor, the Mayor, and I attended this convention wl~ great benefit in Baltimore
<br />last year and I believe it would be well for the City to have a representative present.

<br /> It is regretted that while I am personally a member of the Society, I do~ot see my way
<br />clear to attend this year on account of the press of work in my office. I would suggest,
<br />however, that either the Mayor name two members of~the Council to attend or that the City
<br />N~nmger be authorized to send a representative from the Department of Public Works."
<br />
<br /> On motion of Er. Esleeck, the recom~end~ti0n of the Nan~ger w~s concurred in, that
<br />is, that the President of the Council appoint one of its members as a representative a~d that
<br />the Emn~ger be authorized to appoint a representative from the Department of Public Works.
<br /> Whereupon, the PreB~dm~t appointed Mr. Esleeck as the Council's representative
<br />to attend the s~i~ 'Convention.
<br />
<br /> 8th. For~r~e letter from the Board of Managers of the Home for the Aged, asking for an
<br />increase in'the amount given by.2he City to the Home to $100. per month. The Manager recommend-
<br />ed that this be provided for in the next Year's budget.
<br /> On motion, the communications were referred to Finance Committee.
<br />
<br /> 9th. Forwards reply of the Virginia Railway & Power ~o. to his letter relative to the
<br />traction situation. The Man, get recommended that h&id~.letter be read and that the President
<br />of the Council fix an early d~te for a specia~l session of the Council to consider the matter.
