<br /> Hundred Thousand Dollars of Bonds to be Known as '~rket Bonds' Pursuant to Section 127,
<br /> Clause B, of the Constitution of Virginia, Section 3081, of the Code of Virginia 1919, and
<br /> an Act of the General Assembly of Virginia, A~prov~d March 16th, 191~, entitled, "An Act to
<br /> Authorize the Councils of the Several Cities O~mTowns ef the State to Issue Bonds for a Supply
<br /> of Water or other SpecificUndertaking from which the City or Town may Derive a Revenue, Pur-
<br /> suan~ to Section One Twenty-Seven B of the Constitution of Virginia."

<br /> A communication was read from Herbert K. Fox, Secretary of the General Committee, stating
<br /> that at the meeting of the General Committee November 15th, on arrangements for the visit
<br /> of Governor Trinkle December 6th, 1922, at the presentation of a silk guidon to Grimes Battery
<br /> by the Daughters of the American Revolution, it was decided that a request be made of the
<br /> City Council to appropriate $250. for the ~tertainment of the Governor.
<br /> On motion of Mr. Esleeck, an appropriation of $250 was a~llowed, and by the following
<br /> ·

<br /> A notice was read from the Superintendent of Schools notifying the Council of a vacancy
<br /> on the School Board from the First District, embracing the old First, Second, and Third ~ards
<br /> occasioned by the resignation of Mr. W. F. Robertson. '
<br /> On motiomuof Mr. Esleeck, the election of a successor to Mr. Robertson was deferred
<br />until the next regular meeting of Council.
<br />
<br /> A communication was read from the Eighth Ward Civic League stating that the following
<br />resolution was passed unanimously by said League at its meeting on November 3rd, 1922:
<br />
<br /> "Whereas, the present city market is inadequate, out of d~te, and out of place;
<br />
<br /> "Resolved, That the Honorable City Council be requested to build a new up to date sani-
<br />tary market with auditorium above in a suitable location, both as to transportation and con-
<br />venience, · h~ving ~in mind the g~eatest good to the greatest number."
<br />
<br /> On motion, the communication was referred to the special meeting to be called for consid-
<br />eration of the report of the Special ~M~rket Committee.
<br />
<br /> A communication was read from the Commissioner~ of the Revenue asking for relief from
<br />certain e~roneous assessments made on property in the City of Portsmouth; and same was referred
<br />to the Finance Committee.
<br />
<br /> A communication was read from The Chesapeake & Potomac Telephone Co. asking if the telephone
<br />service in the City of Portsmouth is satisfactory; and if not, it would appreciate i~ if advised
<br />at once so that the difficulty may be remedied.
<br /> $n motion, the communication was referred to the City Manager.
