<br />informs me that in Washington it wms found absolutely necessary to remove the Depmrt~ent of
<br />Public Welfare from. the District building to a private residence in order to get it properly
<br />patronized by the citizens of Washington. The publicity attendant upon going to a building
<br />devoted to governmental uses, pre.vents m~ny pmtients, especially women mhd children from
<br />attending mhese clinics. If the .Health Center is in a privmte residence on a qui~t street,
<br />no such objection is found. I believe that this Center should be established du~ing the
<br />coming year ~ud the necessary funds provided from ou~ bond issue. Even if we purchase &
<br />building, I do not believe that the capital e~pendit-&ve would amount to $10,000.00, and we
<br />would save at once $600.00 in rent fo= our bmcteriologioal labormtory, which oapitmlized
<br />mt 5% would pay for the capital expenditure indiomted.

<br />Ass~stmnt City Engineer, M. E. Haug, and also bids on plmnting from the At!mntic Coast Nur-
<br />serzes and Joseph A. Fraim of Norfolk. For the sum of $~5,576, we cmn cut brush, otemn shore
<br />line, prepare roads, walks and ~utters, catch basins and drains, prepare gels course, construct
<br />150 benches, build three comfort stations, three shelter buildings, provide playground appa-
<br />ratus, pumping plmn~, lighting ducts and wiring, as well as plant the entire park in accordance
<br />with the plans of the landscape architect, excepting we would use somewhat smaller shrubs
<br />than proposed by Arnold. ~.is expenditure would make a bem~utiful and attractive park and i~i
<br />subsequent years we could construct the legoon and dam, tennis court mhd music cottrt, basebmll
<br />diamor~i, ~oot bali field and running track, casino, water system, ornamental entrance, zoo,
<br />club houm~ and h~rd surface our roads. The lagoon mhd dam, tennis courts, baseball diamond,
<br />foot bal]J field and hard surfacing ou~ roads would probably cost $~3,O00o additional. The~
<br />expenditure for completing the other items of the general plan which include a music court,
