June 12, 2001 <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to grant and convey to the <br />Commonwealth of Virginia easements over and across the site of the I. C. Norcom High <br />School as follows: <br /> <br />1. A permanent easement for drainage over and across that certain land <br />from opposite approximate Survey Traverse Outfall #1 centerline Station <br />22+33 to opposite approximate Survey Traverse Outfall #1 centerline <br />Station 28+46, containing 0.738 acres, more or less, and as shown as <br />outlined in pink on photo-copies of Sheets No. 17C and 17Dof the plans <br />for State Highway Route 337, Project 0337-124-V04-R201. <br /> <br />2. A temporary construction easement over and across that certain <br />land from opposite approximate Survey Traverse Outfall #1 centerline <br />Station 22+33 to opposite approximate Survey Traverse Outfall #1 <br />centerline Station 28+46, containing 0.243 acre, more or less, and as <br />shown in maroon on photocopies of Sheets NO. 17C and 17D of the plans <br />for State Highway Route 337, Project 0337-124-V04-R201. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager grant such easements <br />under such conditions as he deems appropriate and in the best interest of the City of <br />Portsmouth." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Whitehurst, Holley <br />Nays: Robinett <br /> <br />- New Business - <br /> <br />01 - 188 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />01 - 189 - Items Submitted by Council Members <br /> <br />Councilman Benn spoke on the 117th Memorial Day Parade. <br /> <br />01 - 190 - Non-Agenda Speakers <br /> <br />Mark Geduldig-Yatrosky, 363 Middle Street, announced the Congressional election <br />next Tuesday. He also spoke on the school board budget, Council Retreat and <br />operating budget. <br /> <br />2. Lucinda Pitt, 252 Dorset Avenue, spoke on enforcing codes in Fairwood Homes. <br /> <br />3. Roy Perry-Bey, 7510 Granby Street, spoke on civic rights issues for relocation of <br /> Fairwood Homes residents. <br /> <br />4. James L. Cook, 809 Dekalb Avenue, spoke on relocation of Fairwood Homes <br /> residents. <br /> <br />5. Michael Moore, Sr., 3649 Elliott Avenue, spoke on relocation of Fairwood Homes <br /> residents. <br /> <br />6. Linda Riddick, 2808 Barclay Avenue, spoke on relocation of Fairwood Homes <br /> residents. <br /> <br />7. Frank Harte, 3403 Dogwood Drive, spoke in favor of an image, crime, and drug <br /> study commission. <br /> <br />01 - 180 - Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.1-344(A) of the Code of Virginia, to discuss <br />or consider the following: <br /> <br />- Council may discuss personnel matters, as permitted by subsection 1. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
