June 12, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, June 12, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on May 22, 2001, and a Regular Meeting on May 22, 2001, and was <br />adopted by unanimous vote. <br /> <br />01 - 181 - Presentations: <br /> <br />Presentation of a Key to the City to Elizabeth Keene, Little Miss Portsmouth 2001. <br /> <br />Proclamation presented to Scoutmaster Dewitt Roberts and Boy Scout Troop 233 for <br />"Boy Scout Troop 233 Month". <br /> <br />- Public Hearing - <br /> <br />01 - 182 - Public hearing on rezoning, use permit and street closure applications: <br /> <br />(a) Z-01-07 <br /> <br />CHURCHLAND NEIGHBORHOOD - Robert McBride requests that <br />property located at 3218 and 3220 Western Branch Boulevard be <br />rezoned from Residential Single-Family RS-150 to Office <br />Residential OR-75. The density of the current zoning is 2.9 units <br />an acre. The density of the proposed zoning is 17.4 units an acre. <br />The Comprehensive Plan recommends single-family development <br />on the site. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-01-07 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(b) UP-01-11 <br /> <br />FOREST PARK NEIGHBORHOOD - Willie Torain requests a use <br />permit to operate a residential care facility at 831-833 Potomac <br />Avenue. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-01-11 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(c) Z-01-04 <br /> <br />PORT NORFOLK NEIGHBORHOOD - Jerre G. Ashberry requests <br />to rezone property at 601 Maryland Avenue from Residential Multi- <br />family RM-60 (24.9 units per acre) and 600 Chautauqua Avenue <br />from Industrial M-1 to Industrial M-I-K. The rezoning is to allow <br />construction of an office/warehouse complex. The Comprehensive <br />Plan recommends industrial business parks. <br /> <br />1. Robert Barclay, 200 High Street, Suite 500, spoke in support of the rezoning. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that Z-01-04 be approved on first reading, <br />and accepting only the proffer that the garage and house be replaced with a new <br />structure, and was adopted by unanimous vote. <br /> <br /> <br />
