V~nite moved that same be referred to a special meeting, of Council to be called by <br /> the Chair: An Ordin~ance to Provide for the Granting by the City of portsmouth, Virginia; t~o <br /> a Person or Persons or to a Corporation Hereafter to be Asdert~ined, in the ~iode Prescrioea <br /> bY Law the Franchise, Right, and Privilege to 0onstruct, Maintain and Operate, for the Term <br /> and Upon the Conditions Hereinafter Stated, a Street Railway System, Upon Certain H~Ehways <br /> and Public Plat'es in the City of Portsmouth, and to Amend in the Pmrticula~s Herei-n~fter <br /> Specified the HEisting Franchises of Virginia R~ilway and Power- Compmny in the Event the said <br /> Company is the Successful Bidder for this Franchise and the Same is Granted to it. <br /> The motion was adopted. <br /> NEW BUSINESS <br /> The following communication from the Portsmouth Chamber of Commerce was referred to the <br /> City Mmn~ger: ,Portsmouth, Va., 16 Js~u~ry 1923. <br /> "Ronorable Council of the <br /> City cf Portsmouth, <br /> Portsmouth, Virginia. <br /> <br /> Gentlemen: <br /> This Chamber of Commerce desires the endorzement of the efforts of this body <br />in the prevention of the further invasion of Pa~k ~t~w by colored people and 'seeks the co- <br />operation of your body to remedy existing conditions. <br /> The attention of this Chamber has been invite~ to the fact that colored people <br />have moved into vacant houses on the Park View side of Glasgow Street. A committee, from this <br />Chamber has fully i~vestiga~ed this matter, without publicDty, and ascertained that approximate- <br />ly 12 colored families have crossed this Street and that white citizens h~ve signified-their <br />intemtion of moving elsewhere. <br /> It can readily be seen what will happen to the residents and property of Pmrk <br />View if the colored people obtain a firm foothold in that section.
