January E~, 1923 for Article ~, Se0tion l, (d), was substituted for the route in the ordinance: ,(~ Soottsvil~e Line: Starting on Crawford Street at loop, and continuing to High Street, to Sixth Avenue, to Glasgow Street, and returningby same route Zo loop, after bridges across branches of Scotts Creek and AtlanticCae st Line Railroad have' been constructed, the right of way secured by the grantor, then the grantee, at the request of the City agrees to extend the Sootts~ille L~ne through Bheas Farm one-h~lf mile, more or less, to connect with their present line on Hill Avenue, and until this extension is made the grantee will maintain a bus line between Hill avenue and Sixth avenue." ~ith reference to the E~u~ger's recommendation that the following be struck out Article ~, Section 2 (i), ~. Oa~t moved that the recommendation be adopted, provided the trollibus franchise ordinance is adopted: "Navy Yard Line: Five minutesj with not less than four safety ea~s," and new paragraph beginning with word "Provided." Adopted. ~ith reference to adding the following to Article 1V, Section ?, on motion of Er. ~hite same was not adopted: "In the event that the Council of Gran~or, or the electors of the City of Portsmouth, should during the life of this franchise by ~mendmenm to this franchise, or by resolution ordinance of the Council of Gran~or, or by a vote by the electors of the City of Portsmouth, permit-or allow the operation of any system of or separate vehicles ~r urban transportation in competition with grantee on streets nearer than two blocks fzomt~he portion of any street on which g=antee operates or may operate its street oars and busses in the City of Portsmouth, unless and until grantee has previously given its consent thereto in w~ting except as provided in Article V1, and Section 6, of Article lll, of this franchise, the g~antor will release the grantee from all license taxes provided for ih this franchise, as well as ~rom all p~ving obli~tions imposed on grantee by this franchise which fall due thereafter., With reference to Article ~, Section 3, on motion of Er. O~et, the following words were added after the wo~d "oar" in first line.: "and all-other rolling equipment., The Manager recommended thaZ the words "to City Park" be added after the word "Westhaven. in~A~ticl~ ~, Section l, (h), second-line, , On motion, the recommendation was concurred in. The i'~r~ger recommended also that Article 6, Section 6, reading as follows be struck out: "The ordinance ~-~ t' , r~ ~ou~ng, restricting and regulating existing systems of, or separate vehicles for urban transportation doing m local business, shal2 not permit such systems or vehiol&s to extend into High Street eas~ of Crawford s~reet." On motion of Mr. Brooks, the recommendation was adopted. The Eanager recommended that in Article 5, Section l, third paragraph, first line, the word "Court. be followed by the word "Wythe." The reoon~end~tion was adopted. The ~an~ger re'commended also that the last three lines of Article l, Section l, be straok out, provided the trollibus ordinance is adopted.~ The rsco~m~end~tion was adopted. The N~nager recommended that the following paragraph be substituted for Article 5, Section i, ~th ps~vagraph, provided the trotlibus franchise is adopted: "Lincoln & First St. Line: Starting at High and Water streets, ~o ~ter, to County, to Crawford, to First, to Lincoln, to South St. Boulevard, and returning via s~me The recommendation was adopted. Several members of the Council express^~the opinion that~Council should determine whether we are to h~ve trollibus service before adoPting the traction ordinance. Whereupon, Nr. White moved that the City Attorney be instructed to submit an ordinance cove=lng trollibus franchise, as outlined in ordinance considered tonight. On motion of Mr. Esleeck, the rules were suspended to take up Nr. White's motion, s~ud by the following vote: Ayes-- Brooks, Esleeck, Hutchins, 0mst, Smith, Stewart, White, Then Nr. l~hite's motion was adopted. Er. Brooks moved that the traction ordinance, as amended, be rewritten and submitted to the next meeting of Council. Mr. White moved ~o amend, that the traction ordinance be rewritten, as amended, and sub- mitted, together with ordinange for trollibus franchise to be drawn by the City Attorney, to m special meeting of the Council to be called by the Chair~.~ The amendment was adopted. On motion, adjourned.
