<br />attested by the County Clerk, to the City of Portsmouth the County's interest in said property
<br />upon such terms a~d conditions as have or may'hereafter be ~g~eed upon between said Council
<br />and Bos~d of Supervisors, and should the said~propertybe so,conveyed to the said City of
<br />Portsmouth, the Council of the City of Porte'mouth be, and it is hereby authorized to sell the
<br />said property at public auction upon such terms s~ud conditions~as ~hey may determine.

<br /> 2. And be it further enacted, That the.City of Portamouth, through its Council, be, a~d
<br />it is hereby, authorized to acquire by condemn~tion~or otherwise sufficient land, in said City,
<br />and erect thereon a Court House and Offices Building, and to convey to the County of Norfolk
<br />for its Cou~t House, Olerk's Office, and other office pturposes a one half interest in said land and
<br />buildings upon such terms and conditions as have, or may hereafter, be agreed upon between said
<br />Oouncil and Board.

<br />3rd. Recommended passage of the following resolution:

<br /> "NHEREAS, Harry L; Alexander, F. M. Nilder,and J. H. Sykes are the owners of certain land
<br />in the Fifth Ward of the City of Portsmouth and desire to close Foch~Street, H~ig Street, ahd
<br />Neville Street, add an alley extending through ~h~.~r property from Neville or'Pershing Street,
<br />between First and Second Avenues, to a point about lEO feet south of Sale Street, as shown
<br />upon the plat of the property of H. L. AlexAnder recorded in the Clerk'S Office of-the Co~vt of
<br />Hustimgs for the City of Portsmouth in Map Bcokl, page 33, and to re-pl~t said property
<br />open new streets thereon and otherwise improve the same.
<br />
<br /> NOg, THEREFORE, be it resolved by the Council of the City of Portsmouth that ~och Street,
<br />Hmig Street, ~nd Neville Street, and the alley extending from Neville Street to a point about
<br />120 feet south of Sale Street as shown on the plat of the property of H. L. Alexander at Nest
<br />PSrk View recorded in the Clerk's Office of the 0curt of Hustings for the City of Portsmouth i~
<br />M~p Book i page 33, be and the same is hereby vacated for street~purpcses."

<br />On motion cf Mr. ~hite, the resolution was adopted, and by the following vote:

<br /> ~th. "I am forwarding herewith communication from M~ssVirginia Oooke asking that the n~me
<br />of Cooke St. be retained and extended to include Elm Ave. and mlso petition from Joseph F. Cul-
<br />pepper and certain other residents of Monroe Na~d asking that Oattenhead St. be changed to North-
<br />west S~.,~M~try St. or Bedfor~St. I am also forwarding a letter from a resident of Cooke St.
<br />expressing gratification at the change of its ~ame to Elm Ave. and stating that other residents
<br />on Cooke St. feel similarly gratified.
<br />
<br /> I see n~ objection to changing the n~me of Catte~head St. to Northwest St;~except if
<br />changes are made in one case, it is difficult to refuse to make them in others. In this parti-
<br />cular case, however, Cattenhead St. is only two blocks long and I recommend that its name be
<br />chef, ged to Northwest St, An ordinance effecting this is'forwarded herewith.

<br /> So far as Cooke St. is concerned, while I sympathize with Miss Cooke's feeilngs~in
<br />the m~tter, ~he majority of citizens seem to prefer Elm Ave. and I can ~ot recommend any change."

<br />An Ordinance Changing the Name of Oattenhead
<br />
<br />On motion of Mr. Nhite, the ordinance was placed on its first reading.
<br />
<br /> 5th. "There are issued in Portsmouth every year approximately 3500 civil warrmnts. These
<br />are at present issued by the various Justices of the Peace and the garnishments numbering pro-
<br />bably 350 are issued by the Civil Justice. The feez collected by the Civil Justi~ come into
<br />the City treasury. It h~s been suggested to me that it might be well to ge~ thro~gha special
<br />bill ~t the coming session of the ~egislat~ve which would authorize the City to place a Justice
<br />to be selected by the Council on a salarie~ basis, with the understanding that all fees collect-
<br />ed by him would come to the City, a fee cf $1.00 being charged for each warrant and ~05 for eac~
<br />additio~l copy. I believe this would increase the net revenue of the City by $2,500. -
<br />
<br /> If the Council thinks well of this proposition, it is recommended that thio letter
<br />be referred to the City Attorney with instructions to prepare dm~ft of a bill covering this
<br />matte=, to be presented at the next Legislature."

<br />On motion of Er. Esleeck, She communication was laid cn the table.

<br /> 6th, "I beg to recommend that I be authorized to purchmse a site for the permanent office
<br />of the Water Department in the City of Suffolk. The rent on our present office has been in-
<br />creased-since 1~19 from $25.00 to $50.00 per month. We have an option on a very good house
<br />and property fo~ thirty d~ys at $130 Sm~togm St. The building is a two-sto~y residences, ~ith
<br />a driveway entrance, 'thirty rotor foot frontage and ample space in rear yard for stor~ngmater-
<br />ial. The price of the property is $5,000, which includes the agent's fee of $250..00. The
<br />option e~piTes o= February 21st.

<br />to ssp~ate it from the upper floc:. The upper floor may be rented, thus reducing the overhea~
