<br /> "February 12, '23.
<br />THE COUNCIL OF THE CITY OF PORTSMOUTH:
<br />
<br /> "At a meeting of the Norfolk & Portsmouth Freight Traffic Commission held on February ~nd,
<br />the undersigned committee was appointed to inform you of a resolution passed by the COmmission
<br />on January 12th, namely ~
<br />
<br /> zEqiEREAS, a crises exists in the affairs of~the Norfolk & Portsmouth
<br /> Freight ~Tr~ffio Commission, due to the lack of financial support; and
<br />
<br />WHEREAS, it is impossible for ~he Commission to function until the
<br />~.requlsite funds hmve been provided; therefore, be it
<br />
<br />RESOLVED, that if the Co'~uoll of the City of Norfolk shall in its
<br />fu~the~ consideration of the matter elect to contribute the sum of
<br />$20,000 annually to,the support of the Commission, a~d the Council
<br />of the Oity of Port~mouth shall elect to contribute $5,000 annually,
<br />and the Norfolk~Portsmouth Chamber of Commerce shall elect to
<br />contribut~ $5,00~ an~ally, then the Commission a~sumes the re-
<br />sponsibility of raising from commercial interests in the eom-
<br />munfty the ~iffe=ence between the sum total of these amounts
<br />and the amount required to successfully conduct the work of the
<br />Commiseion.~~

<br /> Now, while %his Committee feels ~hat it would be ~unfitting for the Commission
<br />itself to recommend how, or inwhat ma~er, the Honorable Council should act, yet-we take the
<br />liberty of s~ying to you, that, as a result of several months of study given this matter, it
<br />is our firm oonvic~ion that in order to place the Commission in an independent position and
<br />give it strength an~ s~mnding, the plan of fi~nancing proposed, _~n~_ely,$20,O00 from the Norfolk
<br />Council, $5,000 from the Portsmouth 09unoil,$~,000 from the Norfolk-Portsmouth Chamber of
<br />Commerce and $2,500 to!$3,000 from prmv~te bus, ness houses~ i~ ~he only plan which is practical
<br />or readitypossible of accomplishment.
<br />
<br /> It is:further believed that unless the financial support of the Commission is
<br />clearly established an~ assured, it will be an exceedingly difficult, if no~ impossible, under-
<br />taking to enlist the services of a desirable man for the po~tion of T~ffic Commissioner, for
<br />if uncertainty exists as to the permmnency of the Bureau, no~ man would be Justified in leaving
<br />the work in which he is engmged and casting his lot.with us;
<br />
<br /> - - As you doubtless know, the Council cf, the City of Norfolk acted upon this
<br />matter on JanUary~i0th by making an appropriation Of~O~000, and it is expected that the
<br />Norfolk-Portsmouth Chamber of Commerce will ~ppropriate $5,0~0 at an early date, leaving but
<br />7,500 to raise, of whichamount we earnestly hope you may find it possible to contribute
<br />5,000, and thus enable the Commission to inaugurate its works
<br />
<br /> In conclusion, permit us to say that the thinking men of Portsmouth and Nor-
<br />folk know that the .successful launching of this Commission is a fundamental necessity to the
<br />successful operation of the many large plans, which are now on foot to put new li~ in these
<br />communities.
<br />
<br /> In addition to all that has been said by those advocating this progressive
<br />step, the $ollowing are some of the reasons why the request for Portsmouth's participation is
<br />justified:
<br />
<br /> FIRST: Every freight ~a~ff reads Norfolk-Portsmouth, hence the positive
<br /> assu~anoeof equ~l benefit.
<br />
<br />Portsmouth hms just as much, if not more, to gain than No~folk,
<br />a larger number of ~factories, and l~nd facilities for lacating a~dition
<br />
<br />
