<br />wish to discuss the reoommend~ appropriation for the Norfolk-Portsmouth Freight Traffic Com-
<br />mission. The motion was adopted, ~nd I~r. S. C. Pace, from the Portsmouth Cha~mbar of Commerce,
<br />and Eessrs. H. A. V. Ps~vker and C. W. Johnston, f~om the said Traffic Commission, spoke urging
<br />Council to allow the appropriation.

<br /> In this connection, a communication was remd from the~po~%~m~uth Chamber of Commerce,
<br />stating that at a meeting of the said body February 23rd, t~~riation Of $5,000.00
<br />the City of Portsmouth to the Norfolk-Portsmouth Freight ~raffic Commission was endorsed and
<br />recommended.

<br /> lst~ "Under the Acts of the
<br />General Assembly of 1~22, the Judge of the Juvenile or Domestic Relations Court may appoint one
<br />or more suitable persons to mot as Probation Officers, who shall receive such salary as the
<br />Council may fix. At present, we have ~ oolored~am~n acting as oolored l~obation officer with-
<br />out any salary and I am informed that it will be ad~isable to have one or more w~ite wom~n
<br />act in a similar oapacity~for white female delinquents. This service would be voluntary and
<br />without salary ~rom the City. In order that the Police Justice m~y undoubtedly have power to
<br />make these mppointments, I believe h~ should, under Section 1905, Page 819, Acts of~192~, be
<br />designated as Judge of the Jmvenile and Domestics Relations O~t. I am inclosing an ordinance
<br />prepared by the City Attorney to effect this purpose."
