April 10, 1923 <br /> <br /> The following.commuz~cations were read from the City Nan~ger: <br /> <br /> 1st. ~eeommendmtion that the old water tank tower at the south end of the Fire and Police <br />Station in Port Norfolk be moved and converted into a drying house, at a cost of $175.00. <br /> On motion, the recommendation was referred to the 'Finance Committee. <br /> <br /> 2nd. Recommend~tio~_that an appropriation of $1,500.00 be allowed, out of Eighth Wa~d <br />funds, for building an equipment shed at Port Norfolk for the storage of vehicles, tools, <br /> On mg$ion, the recommendmtion was referred to Finance Oommittee. <br /> <br /> 3rd. "In 1920, the Council mmde an appropriation of $500.00 to assist ~he Virginia-WS~ <br />History Commission. DUring~1921, expenditures aggregating $149.25 were made from this appro- <br />priation. It being.thought that the work was completed, the unexpended balance reverted to <br />the ganeral fund. "I am forwarding herewith request of the Virginia Railway and Power Co. for a pro- <br />posed extension of their underground conduit system on King~reet, from Middle St. to Chestnut <br />St. The proposed conduit will contain fou~ 4 in. a~d eight 3~in. fiber conduits encased in <br />concretes <br /> <br /> As this is a step in the direction of the gradual elimination of overhead wires <br />from the street and is a construction entirely similar to that already authorized on-Middle <br />and Fourth~Sts. ~ approval is recommended. <br /> <br />Blue print showing location of duct is attmched.~ <br /> <br />On=motion of Mr; White, the recommendation of the N~nager was concurred in, <br /> <br /> 5th. "At present the ou~standing bonds of the City corporate amount to $3,960,I00.00; <br />in the Eighth Ward'$64,225.00, in the Ninth Wa~d $30,775.00. The ratio of City bond issue to <br />assessmdnt is t~.l. <br /> Applying this ratio to the assessments of the Eighth and Ninth Wa~ds, it <br />is found that for the Eighth Wa~d a total of $56~,073.11 may beissued and a retell of $331,449.S9 <br />fo~ the Ninth Wa~d. <br /> <br /> It is recommended that the City Attorney be requested to draw separate ordinances <br />providing for b~nd issues to the amounms indicated for the Eighth and Ninth Wa~ds. Thesebonds <br />should be sold and the money mvallable p2ior to July 14, <br /> <br /> .Mr. White moved that the-recommends~tion of the City Ms~ger be-concurred in, and thmt <br />the City Attorney be instructed to draft ordina~oes coveri.ng the said issues. <br /> The me,ion wms adopted, and.by the following vote. <br /> <br /> A~es-- Brooks, Hutchins, Omst, Smith, Stewart, White, <br /> <br /> 6th-. "The Fire Department recently disposed of a l~rge amount of junk at public auction <br />mhd received for it the sum of $130.00. The typewriter in the Department is eight years old <br />and is in a very decrepit state, it being possibls a~parently only to write capitals. In view <br />of the' fact that the Department has collected unexpectedly $130.00, I recommend that an appro- <br />p~latio~ of $92.00 be made for the purchase of a new typewriter." <br /> <br /> On motion, the recommended appropriation was referred to the Fins~nce Committee. <br /> <br /> 7th. Report of the resignation of Ee~vl L. Bowen, Engineer of Engine Co. $1, Portsmouth <br />Eire Department, effective April 9th, <br /> On motion, the communication was ordered to be filed. <br /> <br /> eth. RepOrt of the dismissal ~rom the Police Force, <br />George D. Phelps. <br /> On motion, the notice was ordered to be filed. <br /> <br />effective April 9th, of Officer <br /> <br /> 9th, ~The work on the City Park is progressing so much more rapidly than was contemplated, <br />~hat it wi ltbe necessary to h~ve additionml money in a few weeks. As I understand the situation~ <br />~he Council has appropriated $45,'000.00 for thispurpose of which $12,000.00 was~ made immedia- <br />tely available. I~ new-seems' that we can complete practically all of the work excepting some <br />five.p~ si~ t~ousa~d do~la~ in planting before the summer season fully opens. I therefore <br />ask mnat the Council authorize me to go ahead within the limits of the appropriation of~$~5,000.00. <br />This money can be secured on notes and can be covered by a bond issue after July l~th. <br /> <br /> X do mot believe that it will be necessary to refer this m~tter to the Finance <br />Committee mgmln, as the mppropri~tionh~s already been made." <br /> <br /> On motion of Mr~ White, the balance of the appropriation, or $33,000.00, was marie avail- <br />able, and. by the following vote: <br /> <br /> Ayes-- Brooks, Hutohins, Oast, Smith, Stewart, White, ~. <br /> 10th. ~Recommending thatthe following ordinance be enacted. The Portsmouth Auto Bus <br />Association proposes to put large busses on the Park View route ~nd on the Navy Yard route. <br />The original number of jitneys authorized on these routes is therefore too high and the pro- <br />posed ordinance reduces them to a reasonable figure.
