<br />Intangible Personal Property, a~d Banks Within the Limits of the City o~ Portsmouth, Virginia~
<br />for the Purpose of Raising Revenue for the Support of the Government and the Public Free Schools
<br />and to PAY Interest and Sinking Fund on the Public Debt, for the Year Beginning February 1st,
