The reason for this amendment is that the undersigned corporation has been formed <br />in order to separate and to localize the street railway system in the hope that it will <br />sult in a continence of the steady i~crease of the Tavormble dlspostion of the citizens <br />a~d residents of Portsmouth towards i~s own city transportation system, and this corporation <br />will h~ve the ~l~ncial support and backing of Virginia Railway and Power Oompa~y. It is <br />believed that this action will make for the joint best interest of the Oity and its <br />tion system. This is the only cha~ge sc that the real ~ubstanoe and effect of the origix~l <br />section is not changed. <br /> <br /> 3- This amendment also deals with the serving of Navy Yard Line ~ith rails instead of <br />trackless trolleys, and the explar~tion of the first amendment shows the necessity of this <br />amendment. <br /> <br /> ~. The cha~ge made retains the tr~ck on Lincoln Street, between Third and Fourth Streets, <br />for tall operation of the Navy Yard Line and the explanation of the first amendment is applicable <br /> <br /> 5- This amendment refers to the .extension of the Scottsville line into Pinne~s Point. <br />~y ins~lvertence no provision was made for the disconti~a~oe of operating the Port Norfolk <br />line into Piquets £oint. The amendment will supply the omimsion and also prcvidesfor the <br />looping of the Port Norfolk line. <br /> <br /> There is omitted the provision respecting the operation of busses dmring any d~lay <br />in extending the $cottsville Line tracks in Pinners Point. Inasmuch as the Company is obligated <br />by the section to extend the tracks as the City provides the route, the Oompany ca~uot delay <br />the extension without the Oity~s consent, this provision has now become unnecesss~y. <br /> <br /> 6. This amendment will supply the routing ar~ schedule of rail service for the Navy Yard <br />Line. - The explanation of the f~rst amendment explains this.. <br /> <br />7. This amendmen~ only changes the verbiage of this section so as to make more clearly <br />-applicable to this company upon the acceptance of its bid. This is explained by the explana- <br /> tion of the second amendment and the substance and effect of the original smotion is unchanged. <br /> <br /> ~. This amendment will omit the N~.a~7~Ya~d Line from the Article aPplying to trackless <br />trolleys, so that the service will be supplied with rail line. This is explained by the ex- <br />placation of the first amendment. <br /> <br /> ~. This amendment will omit the provision by which the Oompa~y ca, be compelled to move <br />its down town termira~s at any time. This provision would be such a g~eat hmndioap to the <br />owner of the franchise that it could not finance a franchise which is so unstable. As a prac- <br />tical $~tter, no transportation system can accept a franchise unless it has some definite <br />information and control as to the location cf its termixzii. <br /> <br /> Oertified check for Five Thous~d Dollars ($5,000.00) is herewith tender, ed to be <br />held subject to the terms of the ordinance adopted March 6th, 1923, provided the amendments <br />hereim~bove specified are made to the grant. <br /> <br />Respectfully, <br /> <br />~[r.
