The motion was adopted. <br /> <br />NEW BUSI NESS <br /> <br /> The following co~munication was read f~om the~Retail Gro~ers'Associ&tidn of No~folk & <br />Portsmouth: <br /> "Norfolk, Va., Nay 22, 19~3. <br /> "TO THE HONORABLE COUNCIL <br /> CI'~ OFvPORTSNOUTH, VA~ <br /> <br />Gentlemen~ <br /> <br /> Section 47 of the ordinance imposing license tax permits license to be issued <br />ko peddlers quarterly. The peddler is in direct competition with the retail grocers and mer- <br />chants of the City of Portsmouth. The retail g~oc~rs and me~ohants mus~ pay their license <br />annually and cannot pay the same quarterly. <br /> <br /> This enables the peddler %~nose license is payable quarterly to follow khis <br />trade during the profitable season of the year,mhd to abandon the same du~ing the unprofitable <br />season. Thus when business is good he can oom~$ with the retail g~cers and when business <br />is bad he o~u do Other work. <br /> <br /> We do no~ think under these oirc~m~t~Uces that it is fair ~o permit ~he peddler <br />~o hav~ the license payable quarterly %%ten ~he re~ail gmocer must pay his license annually <br />and we therefore respectfully request you ~s the City Counci!~to change the peddl~r~T~2icenss <br />~o make t~he same payable annually or to change the retail grocers' license to make the same <br />p~y~ole quarterly, so that these ~wo competitive lines may be placed on the same foot%ng. Horton inviting the Council and Mayor to attend Field <br />D~y Exercises of the Boy Scou~s at Wythe St. Playground Saturday ~fternoon, May ~6th, at <br />30'clock P. N. <br /> On motion,~the invitation was accepted with thanks. <br /> <br />A communication was read from ~s. Bessie L. Johnston, 1307 Washington street, with <br />ference to injuries received by her by stepping into a hole a~ ~shington St. and Race Ave. <br /> On motion, the communication was referred to the City ~nager and City Attorney. <br /> <br /> A commuuuioation was read from G. D. Phelps, former Police Officer, as to his discharge <br />by the City N~uager. <br /> [~r. J. R. Stewart moved that the Clerk notify Mr. Phelps that the City ~nag~r had <br />absolute authority in such ~atter and that his action is final, that the Council has no <br />authority in this matter and any xe-oonslde~ation would h~ve to be taken up with the City <br />U~nage~. The motion was ~dopted. <br /> <br /> A oon~mu-uicatlon was re~d from She Norm.~n P~cking Co., Inc., requesting that t~xes paid <br /> ~ ~ for th~ Year 1~22, on the property <br />Dy them and Carrie E. Norman, admrx, for J. E. No.m~n, <br />condemned for the opening of ~atton street, be ~efunded. <br /> On motion, the communi~ation was refer~ed to the Finance Committee. <br /> <br /> Mr. Brooks moved that the following ordinance, which had been p!ao,d on thc ta~!e by the <br />Council April lOth, be taken up: An Ordinance Amending and Ee-ordaini~g Sections ~ a~.~ ~3 <br />of "Au Ordinance P~escriblng the Number ~f Jitneys to Operate on each ~itney Route and ~ixing <br />the Schedules therefor," adopted by the Council of the City of Portsmouth, June Zlst, t~21. <br /> The motion was ~dopted. Then l~r. Brooks move~.that the ordinmnoe be'adopted. <br /> Mr. White moved that th~ p~ivilegs of the floor be ex~ended to L. M. ~ajor.
