<br /> A~ you~ last meeting you referred to me a communication from Mr. G. B. Klttrell
<br />complaizk~u~g of his t~xss on property 1920 Elm Avenue, requesti~ that he be relieved of part of
<br />1~21 taxes and the ~enalty mud interest on 1922 taxes.
<br />
<br /> The permit for the building was issued September 20th, 1920, but the Building
<br />Inspector tells me the building was under constm~otion before the permit was issued. Both Er.
<br />Parker and Mr. Niemeyer are umable to state just tc what extent the building was completed on
<br />February 1st, 1921.
<br />
<br /> I find Mr. Eittrell borrowed from the Portsmouth and Norfolk County Building
<br />and Loan Ass'n the s~m of $2500.00 to be used in the constraotion of ~he house. Under the rules
<br />of the Association one-third of the loan is advanced when ~he building is closed in, ~nd the
<br />balance when complete. The first advancement was made December 18th, 1920~ and ~he fznal pmy-
<br />merit was made Mmroh l~th, 19£1. The Association is very strict in advancing money~f~r new
<br />buildings, and the building was virtu~-lly completed on March l~th, 1~21. Any additions which
<br />~. Kittrell made between ~hat time and ~he lat'~er pm~tof Ju~y, th~ t~me when he~ says the
<br />house was completed wo~ld have been of very little value in determ, i~ing the assessment.
<br />
<br /> It was the duty of the Commissioner cf the Revenue to ~ssess the aotual~ue
<br />of the buildings on the land on Feor.~a~y 1,~ i9 1. Just wh~t the value is I~s~mu~bls to sa~,
<br />however, the sum of $500 off the assessed v~lue of $1300 ought to be ample ~de~ the oiroumL

<br />City Coileotor was simply ca~rying out the 0zty Ordinances 1~ ref~sing to accept the 1922 taxes
<br />before the 1921 were pmid. Mr. Kittrell could have applied to thr Cou~t for relief.
