<br /> Recommendation of the Manager eh~t he be authorized, to pay H. B. Shannon, hoseman of
<br />Engine Co. No. ~, for time lost on account of having broken his arm while cleaning windows
<br />in the Fire Station.
<br /> It is recommended that Mr. Shannon be paid for time lost, out o~ appropriation for
<br />Salaries in the Fire Department.
<br />
<br /> Recommendation of the Man, get that the City pay bill of Jno. W. Happer to amount of $100.00,
<br />for services rendered in connection with the defense of Police Officer L. B. Moore, in a case
<br />in which Officer Moore was charged wi~h false arrest.
<br /> It is recommended that said bill be paid, out of appropriation for Salaries .in the
<br />Police Department.

<br /> Recommendation of the Manager that the wages.of the colored
<br />0leaning Department be increased from 255 to 305 an hour, ms pe~

<br /> Dear Nm. White:
<br /> In a~oord~nce with the instructions of the Buildi~ Committee, I have had
<br />~?u~-~i~S.~dug Ch.-the p~oposed ~ite bounded by Washington~ Green, London and Queen Sts. The
<br />Pl~at~the_nor~hwes~ corner of the site shows quick sand and in my opinion would require piling,
<br />The pit at ~he~southwest corner shows firm clay and would be perfectly safe to build on. Pits
<br />at the northeast corner indicmte clesmly the bed of an old stream, the bottom of which.could
<br />not be reached by ~ sounding rod. Piling would be required on this portion of the site.
<br />
<br /> A single pit dug on the southerly site also indicates clearly that piling
<br />'would be needed on that site. Other pits will be dug on this site in order to determine the
<br />water level,
<br /> One corner of the site north of High St. w~ld certainly not require
<br />piling. The fact however, that the soil varies over the site would render piling necesskry for
<br />the ~hole building. It is therefore my opinion, in which the ~rchitect concurs, that piling
<br />would be necessary over the entire northerly site, although much shorter piling might be suf-
<br />f~icient in the southwest and southerly portion of the site. ~he economical advantage therefore
<br />remains with the southerly site and I therefore repeat my recommendation that it be selected.
<br />
<br /> In view of the fmct that the Boar~ of Supervisors has left the m~tter
<br />with the City Council, I suggest that the previous actio~ off,the 0ouncil be re-~ff£~med and
<br />that I be instructed ~o secure the site either by options or.by condemnation, subject of course
<br />
