"The Portsmouth Transportation Safety Commission has
fulfilled its mission and any remaining duties have been
95-256 Letter from ~he City Manager recommending adoption of a
motion to transfer $135,520 from the Grants Contingency Account
for the 1995 Summer Breakfast and Lunch Program as awarded by
the United States Department of Agriculture.

"The Department of Parks and Recreation is applying for
funds from the United States Department of Agriculture, to
provide free, nutritious meals during the summer, to youths
residing in low income communities in the City. The request is
for $135,520 in federal funds to serve 2,500 meals per day for
33 days. A total of 39,600 breakfasts and 42,900 lunches will
be served at eleven sites throughout the City. Ail sites are
located in communities where more than 50% of the youths are
eligible for free meals. No local money is required by the
grant.

The program has operated annually for more than 30 years
and is an important part of the successful SLunmer Fun-n-Sun
Recreation Program. The Program offers nutritious meals and
promotes self-awareness, cultural and educational group
activities for all participants. I recommend approval of this
request and the transfer of $135,520 from the Grants Contingency
Account to fund the program after it has been awarded. The
grant is usually awarded in June.
