"With reference to the Virginia Hallway and Power Compa~'s application to install cu~vves at Hiddle and County Sts., Ann and Hatton Sts., and Ann and Webster Ave., I be~ to repor~ as foilows: ist. The ins~s~llation of the curve at Middle s~ud County St.s. will permit northbound cs~s on the Cross Town line to move with the traffic instead of against_ it as is the case at present and will be a decided advantage. 2nd. The insts~llatlon of curves at Ann and Hatton Sts. a~d at Ann St. and Webster Ave. will permit loop service for both ~he Cross Town and P~rk View and Cemetery lines and will allow practically an unlimit~d~umber of cars to serve Pmrk View. As these changes involve the use of no new streets, no change in The. existing franchise will be necessary and I recommend that the Council authorize by resolution the installation of curves at ~iddle and County S~s., Ann and Hatton Sts.~ and Ann St. and ~esbter Ave." L&v. "Paragraph 12 ~f the ordir~nce 'fixing the terms of consent for the operation of autobusses in the City of Portsmouth' states that transfer points shall be designated by the City N~nager and approved by the Ci/tyCounoil. As all busses pass High and Court Sts., it is ~ecommended that this intersection be designated as the general t~ansfer point a~d approval by the Council of the point so deaign~ted is requested." On motion of Mr. 0mst, the recommendation of the Manager was oonc~u~ed in. ~th. "With reference to the request of Mr. P. G. Blanford for permission to use as a d~ive- way the jib of l~nd belonging to the City at the northwest corner of Court and Wythe Sts,~ I beg to report as follows: ~Er. Blanfo~d proposes to erect at this point a filling station facing to the south- emst. If this building be considered as being on Court St. it will be in a non-residential block.. If it be considered as facing on Wythe St. it would be probably in ~ residential block. The prir~ipal objection to the building as proposed by Mr. Blanford would come from the members of the Fziends Church and possibly there might be some slight addition~l dan~e= to pedestrians at this corne~ by reason of the proposed location of the filling station. After careful consideration, I am of the opinion that ~. Bls~uford's request should be grmnted on the followio~ conditions: let. That he secure the written permission of the property owners on each side of him and~lso of two-thirds of the property owners in the block o~ythe St. between Court and Fourth Sts. on the east s~d Dir~iddie on the west. The 01ty will be ~he property owner to the south of the proposed location if Er. B!~uford purchmses the store adjmoent to his property. End. ~. Bl~uford should if requested by the Friends Church ag=es that the filling station will not be open on ~nd~ys during the hours of service of this Church." Mr. J. B. Stewart moved that the recommendation of the ~anager be concurred in, but withdrew the mo In connection wi~h ~h£s~m~tter, the following comm~uication was read from the City At- tormey: ~Portsmouth, ya., July E~, 1923. Hon. City Council, Portsmouth, Va. Gentlemen:-- In reference to the strip of land at the nbrth-west corner of Court and ~ythe Streets, i find that the City acquired this land by condemnation in 18~ for street purposes. The City condemned a piece of land fronting 40 feet on Court Street and 58 feet on Wythe Street. A por- tion is used for street purposes. This land belongs to the City in fee simple, and in my opinion the City cmn either sell the land, or allow M~. Blanford to use it in conjunction with the street. (ll8 Va. P. 12). Yo~s very truly, E.
