As all busses pass High and Court Sts., it is <br />~ecommended that this intersection be designated as the general t~ansfer point a~d approval <br />by the Council of the point so deaign~ted is requested." <br /> <br />On motion of Mr. 0mst, the recommendation of the Manager was oonc~u~ed in. <br /> <br /> ~th. "With reference to the request of Mr. P. G. Blanford for permission to use as a d~ive- <br />way the jib of l~nd belonging to the City at the northwest corner of Court and Wythe Sts,~ I <br />beg to report as follows: <br /> <br /> ~Er. Blanfo~d proposes to erect at this point a filling station facing to the south- <br />emst. If this building be considered as being on Court St. it will be in a non-residential <br />block.. If it be considered as facing on Wythe St. it would be probably in ~ residential block. <br />The prir~ipal objection to the building as proposed by Mr. Blanford would come from the members <br />of the Fziends Church and possibly there might be some slight addition~l dan~e= to pedestrians <br />at this corne~ by reason of the proposed location of the filling station. <br /> <br /> After careful consideration, I am of the opinion that ~. Bls~uford's request should <br />be grmnted on the followio~ conditions: <br /> <br /> let. That he secure the written permission of the property owners on each side of <br />him and~lso of two-thirds of the property owners in the block o~ythe St. between Court and <br />Fourth Sts. on the east s~d Dir~iddie on the west. The 01ty will be ~he property owner to the <br />south of the proposed location if Er. B!~uford purchmses the store adjmoent to his property. <br /> <br /> End. ~. City Council, <br /> <br />Portsmouth, Va. <br /> <br />Gentlemen:-- <br /> In reference to the strip of land at the nbrth-west corner of Court and ~ythe Streets, <br />i find that the City acquired this land by condemnation in 18~ for street purposes. The City <br />condemned a piece of land fronting 40 feet on Court Street and 58 feet on Wythe Street. A por- <br />tion is used for street purposes. This land belongs to the City in fee simple, and in my opinion <br />the City cmn either sell the land, or allow M~. Blanford to use it in conjunction with the <br />street. (ll8 Va.
