<br /> Recommendation of the Man,get that he be authorized to m~ke the following offers for pro-
<br />perty necessary to acquire a right of way between 'Maple Ave. and Race St.; and if the said
<br />offers be refused that he be authorized tc condemn the same for public p~poses: Miss Etta
<br />Oulpepper, $150.00 for~parcel ~l, $75.00 for parcel ~; and the Cooke Estate $50.00 for parcel
<br />
<br /> It is recommended that the Manager be authorized to offer for the purchase of land to
<br />extend Race street, as per pla~ enclosed, zhe following. Miss mtta F. C~_lDepper, $~50.~0

<br /> Communication from the Manager recommending a 16 ft, road be constructed to SwLum~ing Point,
<br />at a cost of ~,560.00, as originally recommended.

<br /> Conmhunication from the City Clerk & Auditor stating that there is no appropriation to
<br />pay bill of The Portsmouth Star to amount of $1~.01, for advertising the traction smd trolli-
<br />bus franchises.

<br /> (And City Attorney) Petition of H. L. Alexander to be refunded amount ~pmid for taxes on
<br />property purchased by him from J. V. Parker on Second Avenue.
<br /> It is recommended that ~r. Alexamder be relieved from the payment of taxes o~
<br />assessment at $1.70 om the hundmed dollars, amounting to $~0~.80, the said $2~00.00 having been
<br />a double assessmen~ placed on Said property for the yea~

<br /> Reports of the City Auditor, City Collector, and City Treasurer for the month of June, 192~.
<br /> ~e have examined said reports mud it~ is recommended that they be filed.

<br />Reoommendmtion of the Nan~ger that N. C. Ecker~ be refunded ~10.25 for jitney license, as
<br />Eckert s~opped operating his jitney on Ja~uary~gth, t923~ and purchased license ~y lst,1925.
<br /> It is recommended that a special appropriation of $10.25 be m~de to refund Mr. Eckerd,

<br /> And it is further recomme~ied that the Treasurer be authorized to pa~ the followir~

<br /> And it is furthe~ recommended that Frederick B. Hill & Co. be employed to audit the
<br />City books for the Years i~21, 1922, ~nd 192~, at a cost of $2t0~.00. The appropriation for
<br />auditing accounts for 1921 and 1922 is in thms year's budget~mmounting to $1L~OO.O0; a~.d the
<br />auditing for. 1923 at~a cost of $700.00, work,~'on which will mot be completed until 1~25, will be
<br />carried in the 192~ Budget. - ' · ~

<br /> The following communications were read from the Oity k~nager:
<br /> Ist. "The con~raot entered
<br />into on the 2$th day of July, 1913, between the City of Portsmouth and the Virginia Ra&lway and
<br />Power Go. for the paving of High arrest, between Chestnut street and Ninth Avenue, requires in
<br />paragraph ~: ~At any time after a period of ten years from the d~te of franchise, upon
<br />from the City Council to do so, the Railway Compmny is to reconstruct its tracks, and to pave
<br />the right of way for a width of twenty feet, or the entire park area including space occupied
<br />by curb, with the same material with which the street is then pave~ or some other pavement
<br />which may be acceptable to the City Council, ~nd thereafter the obligmtion with ~eference to
<br />p~ving shall be that fixed in s~id franchise.'
<br /> Attention of the Oouncil is invited to the fact~ that the time limit ~ed in this contract
<br />expires on the 2$th dmy of July, 1923. ~n view of tn~ fact that there seems ~o likelihood of
<br />a new franchise being gra~ted t~e Virginma Railway & ~ ower 0o.,~ it is reoo~mmended that the Va.
<br />Ry. & Power Co. be re~uirea to do the pavmng called for in the contrmct proc= to January l, 192~.
<br /> On motion of ~@. ~ite, the recommendation of the ~an~ger was concurred in, arid by the
<br />following vote:
