Stewart, 6. <br /> Also the City Manager. <br /> <br /> The minntes of the regular meeting August 28th and special meeting September 6th were <br />read and were approved. <br /> REPORTS OF CO18~ITTEES <br /> Finance-- <br /> No report. <br /> <br />Committee on Dismal Swamp Road-- <br /> At a meeting off the Joint Committee of Norfolk County <br /> Supervisors and the Council of the City of Portsmouth on "Dismal Swamp Road from Deep Creek <br /> to North Carolina Eine" held Sept. llth, the following resolution was adopted: <br /> <br /> RESOL-_VED, That this Committee recommend to ~the Board of ~upervisors of Norfolk County' <br />and Council of the City of Portsmouth that they approve of an'Eighteen (18) foot Concrete Road. <br /> <br /> And that instructions be given ~he City.Attorney of Portsmouth and the Commonwealth At- <br />torney of Norfolk County to report on a legal way by which the City andICounty can finance <br />the same. Said report to be made at a joint meeting of the Board of Supervisors and City <br />Council mo be c~lled mt an early date. <br /> <br />(Signed) <br /> <br />R. E. B. Oast, action was deferred on paragraph I of the report of the Committee <br />and paragraph 2 was adopted. <br /> <br /> The following oommunication~w~ze~ead from the City Manager: <br /> let. Notice of:the appointment <br />of L. C. Major as SubstitUte Policeman, with the understandin~ that his duties will be limited <br />to those incident to his position as Supervisor of Transportation. <br /> On motion, the notice was ordered to be filed. <br /> <br /> 2nd. "I have directed the City Attorney to take the necessary steps to protect the City's <br />interests in the matter of the petition of the Virginia P~ilway & Power Company to be relieved <br />from paving certain streets of the City of Portsmouth a~d ~ have authorized him to ~mploy any <br />legal assistance which he may deem necessary. <br /> <br />Confirma$ion of ~his action is ~equested." <br /> <br /> Mr. Brooks moved that the recommendation o£ the Manager be concurred in, and that the~ <br />City Manager be authorized to sommon such witnesses as he may deem necesss~ry, the expenses 'o~ <br />same to be paid by the City. <br /> <br /> 3rd. "I am in receipt of a communication from the Mayor of Atlanta, Ga., inviting our <br />City to be represented at the next a~,al convention o£ ~he American Society for Municipal <br />Improvements, which is to be held in Atlanta from November l£th to 16th, inclusive. <br /> <br /> Two yea~s a~o, his honor, the Mayor and I attended with great profit the annual <br />convention of this Society in Baltimore andI believe that we would again find it worthwhile <br />to go to this Convention. <br /> <br /> I am therefore suggesting tha~ ~he Council authorize either a Committee of the <br />Council or a Committee consisting of members of the Council and~the City Manager to attend <br />this Convention." <br /> <br />On mo~ion of Mr. Brooks, the communication was referred to the Finance 0ommittee. <br /> <br /> ~th.
