Total <br /> On motion, the recommendation was referred to the Fir~nce Committee. <br /> <br /> 5th. -"On August E3rd, Y~r. ~. J. Joyner of the Police Force was~attacked by a dog mud <br />in trying to &yaw out his revolver it became tangled in his clothing, discharged and the <br />bullet therefrom penetrated his right foot. This resulted in ~is being confined to his home <br />from August 235d to September 16th, inclusive. As ~cyner was mn discharge of his duty, it is <br />recommended that I be authorized to pay him for time lost amounting to twenty-five days ~t <br />$4.15 or a total of $103.75.~ <br /> On motion, 'the recommendation was referred to-the Finance Committee. <br /> <br /> 6th. "On May 1st, I requested the paving contractor'-to'obtain licenses for their various <br />vehicles operating in Portsmouth with the understanding that I would recommend a refund to the <br />C,~ncil after the completion of the work. The base work w~s completed on July28th and m few <br />care operated on finishingup to August 15th. <br /> <br /> I therefore believe that we would not be going too far in allowing a refund for the <br />remaining three-fourths of the year mud I am therefore recommending a re~nd by the Council <br />for twenty cars at $15.75 each or a total of $315.00. City licenses hmve been turned in by the <br /> <br />On motion, the recommendation was referred to the Finance Committee. <br /> <br /> lth. "With further reference to the West Norfolk bridge, I beg to state that I am now in <br />receipt of a communication from the Commission of Roads and Bridges of Norfolk County, herewith <br />attached, in which it is stated that the total~ expenditures by ~he Commission on account of this <br />bridge, including approaches not previously estimated on~ and right of way not previously esti- <br />mated on~ which would add ~,000.00 to the cost, is $~5,309-85- I am therefore ~sking that <br />the Council approve the additional appropri~tion necessary, As this bridge was built on cost <br />account by the Commission of Ro~ds and Bridges, it was impossible to estimate definitely what <br />the cost would be until its completion, though, ~s~already indicated, this method has resulted <br />in a small saving. The Road Engineer ~informs me that there are still outstanding bills which <br />will increase the cost by about $5,000.00. He is asking for an ~dditional pmyment of $22,000.00 <br />by the City. Approval is recommended." <br /> <br />On motion, the communication was referred to the Finance Committee. <br /> <br /> 8th. "At the request of the Eighth Ward Civic League, I have to recommend that an appro- <br />priation of $4~80 be made from Eighth Wa~d funds and ~8.00 from City funds for providing shades <br />for the Police and Fire sZation at Port Norfolk. These shades are essential on the first floor <br />~nd are greatly needed on the second,floor." <br /> <br />On motion, the recommendation was referred.to the Finance Committee. <br /> <br /> 9th. "In order that bonds for the Eighth and N~nth ~ards may be sold promptly after Janu- <br />ary let, it is suggested that the City Attorney ctraw up the necesss~y ordinances authorizing <br />these sales." <br /> <br /> On motion of ~ Brooks, the sugoe tion of ~he Eanager wms approved, <br />was ins~=uc~ed ~o ~d~aft an ordinance authorizing these bonds. <br /> <br />and the City Attorn~y <br /> <br /> '' 10th. "In connection with the anticipated work in the Eighth Ward afro2 January 1, 1~2~ <br />ii will be very d~si~able to have in advmnce a hard stuvfs~e north and south road which will be <br />used driving the construction period. This road should be in a locality which wlll relieve Broad <br />St=set of the heavy truo$ traffic which now destroys the light road covering forming the surface <br />of that romd. <br /> <br /> I ~m, therefore, recommending that I be authorized to advertise for ~he construc- <br />tion of such road and that $~7,500.00 be borrowed on account of the Eighth Ward for this pur- <br />poseo~ <br /> <br /> 'On mo~ion,~h~' privilege of the floor was granted to Chae. F. Harper, W. ~. ~groves, 'and <br />M~. Blalock, who spoke in favor of this road. <br /> <br /> Mm. "It is believed that the City of Portsmouth and County Of Norfolk should have autho- <br />rity either to operate ~he Ferries by lease or directly, after they. are returned by the Federal <br />Governmenm to their owners, which will probably be in November, 1~2~. I ~$, therefore, recom- <br />mending that ~he City Attorney and the Commonwealth Attorney for the County get together and <br />d~mft m bill to be presented to ~the next General Assembly providing for ~he operation of the <br />Ferries by lease or.directly by a joint Cemmlttee should both the County and City assent to <br />a direct opermtion. <br /> <br />As I v~w it, in the past the oper~tion by lease has always resulted in a great <br />depreqiation o£ the Ferries, no proper provision h~ving been m~de for deprecimtion, maintenance <br />and repai~, or interest and sinking fund, Whether, therefore, they be operated by lease or di- <br />rectly~ ~bY~C°mmit~ee'o~ I believe a Sinking Fu~?
