Dr. Roper has investigated this matter <br />for me and he states that in his opinion the City is indebted to Dr. RUsSO 'to the extent of <br />~20,00. It is specifically provided B~ City ordinance that firemen and policemen~ s~ll be <br />treated by the City ~hysician ~nd ~. Scott w~s or s~hoUldh~ve been aware of this fact. It <br />was essential that Dr. ~sso should have been called in the emergency aS Er. Scott w~s in <br />~xtr~me pain, but the case should have been turned over to the City Physician after the e~e~- <br /> gency treatment. It is recoEm~ended that this bill to the extent of $2G;00 be paid from the <br />appropriation for free prescriptions.~ <br /> <br /> ~Lr. "J~e 24th, 1924. <br /> <br />H0no~ble City Council, <br />Portsmouth, Va. <br /> <br />Gentlemen: <br /> In the Portsmouth Star of June 22nd, 1924, appears a paid advertisement by <br />the Virginia Railv~y & Power Company w.hich reads ~n part as follows: <br /> <br /> 'This Company would like to be in a position to adopt <br />~n aggressive policy in the upbuilding of a transportation <br />system for Portsmouth, and it~yet stands re~dy to do so, <br />However, until the City's representatives are willing to <br />permit the Cosp~ny te ~rn a return upon its investment <br />s~d relieve it from~unfair competition and burdensome <br />!~ving requirements, it will bs forced to continue its <br />present policy of curtailing street rail,~ray service <br />where possible to reduce ~penses.~ <br /> ~It should also he borne~i~ mind that the~only source <br />of ~evenue for the railway is the car fare, and fares <br />can not be kept down when the oar rider is forced to <br />pay for street paving~nich is ~orn out by the automo- <br />bile and other vehicles. <br /> As h~s been demonstrated tl~roughout the country, <br />~itneys can not c~re for m~ss t~ansportation, such <br />as is-required in_a live growing city. The Bus people <br />recognize that co ordinated service (gas busses sup- <br />plementing street c~rs), under Stat~ control, is'the <br />only solution to the transportation problem here, as <br />it has been elsewhere° <br /> -This Company is willing to operate busses, under Stat~ <br />regulation, as a part of its transportation system w~ere <br />same are necessary, but ~pital can not be induced to <br />enter a community ~hen local control can destroy it <br />is now being done by the City of Portsmouth through its <br />Council and City <br /> <br /> ~0rdinar~ly, it is futile s~ud tu~dignified for an'executiveorfor a legislative <br />body to reply~in mny w~y to paid ~ropagand~ of this character, but the statements quoted <br />~re mo manifestlyu~air to the City Council ~nd to me and so at variance~wit~facts, that <br />I deem it not inappropriate to lay the truth of the whole case as I see it before the Council <br />so that our citizens msj be corregtly informed as to the matter. <br /> <br /> <br />
