"315 Bart St.,~Portsmouth, Va., August 6, 192~.
Oity Co~oil,
Portsmouth, Va.

Gentlemen:-
On June ~ 1923, a petition for the installation of sewersge, in the 300 block
on Bart Street, signed by the residents of that block and those of the adjacent blocks on
Court Street. was presented to O%ty Manager J. P. Jervey. On June 21, 1923, I received a
letter from~ General Jervey assuring me that Bart street was included in the sewer program
s~ hoping that it would be looked after in the reasonsbly near ~mture. As yet t have per-
ceived no signs of preparations for the ~atting in of the said sewer line.

There is only one block involved, Bart street between Oourt and Middle Streets,
and I am reliably informed that the short sewer line needed could, be easily connected with
the 0curt Street ~wer. The cost would therefore-be comparatively small. ~at regardless
of the cost, this sewer' should be installed. The property owners in the block referred to
hav9 been paying taxes on the property in that block to the city since the year 1858, the
year in which the city of Portsmouth was incorporated~

From a standpoint of sanitation, conditions are very be~.
olde the issue.
Respectfully,

This alone
