White, <br /> <br /> Mr. White expressed his appreciation for his election ms President o~ the Council and <br />exFofficio Mayor of the City of Portsmouth. <br /> <br /> The minutes of the regular meeting August 26th and special meeting September 1st were <br />read and wer~ approved. - . <br /> <br /> The following comrmanications were read from the Oity Manager: <br /> <br /> ~ lat. "The Virginia Railway <br />& Power Company has reqMested permission to move its Side,track on Elm Ave~south of Lincoln <br />St. to a poin~ between Jefferson and Msmp&n Sts. It is recommended that this ~eq~est be <br />gr~nted, provxded they construct a water-bound macadam pavement in the a~ea now occupied by <br />the side ~rack," <br /> On motion, the request w~s laia on the table until the next regular meeting of the body. <br /> 2nd; "! am forwarding herewith correspondence relativeto claim of Mm. 0. N. ~o[d for <br />injuries to his horse, due to ~eaking through the decking on theWeSt Pa~k View Bridge. <br /> <br /> ! recommend that this claim, amounting to $30.00, be paid." <br /> <br /> On motion, the recommendation was refe~e~ ~ Fimance Committee. <br />Au 3rd. "I beg. to a~ounce the following appointments in the Police Department, effective <br />gust 28th~ 192~. L. V. Newsome, regular Police officer at $4.15 per day; Harmon Wright, <br />substitute police officer at $4.00 per day when ~ct~m~lly employed." "I am forwarding herewith application from the Chesapeake & Potomac T~lephone 0o. <br />to pla~e conduit ~Columbia Street from Orawford Street west to the New Market-Building, <br />and recommendation of the City ~ngineer relative to application. <br /> <br />This is submitted for your approval." <br /> <br /> On motion of Mr. Smith, the application of the Chesapeake & Potomac Telephone Co. was <br />granted. <br /> <br />~NFIN ISHED BUSINESS <br /> <br /> 'The following communication from the City,Manager, which had been laid on the table at <br />meeting of the Council August l~th, and on August 26th ordered to be taken up for consideration <br />at this meeting of the 0ouncil, was read: <br /> <br /> "I am forwarding herewith f~em ~heAtlmntic Deeper Waterways Association relattveat~ its <br />annual convention, which is to be held at Newark, N. J., on September t6th to 19th inclusive. <br />It seems to me it would'be well if the City were represented at this convention and I would <br />amggest that the Mayor designate a member of the Oouncil to attend. Xt will not'be possible <br />for me perscnally to go, as ! will be engaged in Richmond in conuec~ion wi+Ja-the hearing be- <br />fore the State Corporati~nOcmmissiom relative to ~bando~ment of Street Railwa~ tracks in the <br />City of Portsmouth." . _ <br /> <br /> On motion of Mr. Stewart (~.
